Summary/Abstract THE NEW CHALLENGES at the start of the new century and the challenging tasks in the realm of international relations in conditions of globalization make Russia's cultural ties increasingly important. Clearly global competition is getting a culture-and-civilization dimension. Globalization processes entail more than interpenetrating and mutually enriching cultures, and they also often endanger the cultural uniqueness of some countries and peoples. The threat of fault lines developing between civilizations calls for collective efforts to start cultural dialogues. Of ever greater importance in this context is to preserve cultural heritage and make greater use of cultural resources in the foreign policy arena. When he addressed a conference of Russia's ambassadors and permanent representatives to international organizations, President Dmitry Medvedev stressed that "with all the sharp differences in the world arena, there is a clear desire to harmonize relations, establish dialogue and reduce conflicts."1 We should note in this connection that humanitarian cooperation is one of the most effective means to establish dialogue between civilizations, reach accord and understanding among nations, and to end confrontation in the world. It is culture and humanitarian aspects that are increasingly influencing, in the final analysis, the shaping of a modern-day multi-center system of global management and giving it a sense of direction.

Summary/Abstract A REGIONAL CONFERENCE of Russian compatriots living in North and Latin America was held in the capital of Mexico. For two days, 40 delegates representing organizations of our compatriots in Argentina, Bolivia, Brazil, Venezuela, Canada, Columbia, Costa Rica, Cuba, Mexico, Nicaragua, Panama, Paraguay, Peru, the U.S., Uruguay, Chile, and Ecuador discussed the problems facing the Russian diasporas, exchanged work organization experience, and talked with representatives of the Ministry of Foreign Affairs of the Russian Federation and Russian World Foundation who had come from Moscow to participate in the undertaking. The conference held in Mexico with the active organizational support of the Russian Embassy and Federal Agency of CIS Affairs, Compatriots Abroad and International Humanitarian Cooperation was the third regional forum of its kind, bringing together members of compatriots' organizations living in the countries of the Western hemisphere.

Summary/Abstract THE FEDERAL AGENCY for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation, or Rossotrudnichestvo, subordinate to the Foreign Ministry, is the youngest in the system of state executive bodies of the Russian Federation. In September, it will be four years old. Much has been done in so short a time: a regulatory framework for the agency created; the main thrust areas and, you may say, the work philosophy defined; a number of interesting projects launched on this basis; and an extensive amount of work performed to restore and expand the network of foreign representations.

Summary/Abstract IN SEPTEMBER, Rossotrudnichestvo, which I have the honor and pleasure to head, turned five. On September 6, 2008, under Decree No. 1315 of the president of the Russian Federation, the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation was established within the system of state executive bodies of the Russian Federation. In accordance with the decree, the new agency was established "with the aim of enhancing the effectiveness of state administration in the area of international collaboration" as a successor to the Russian Center for International Scientific and Cultural Cooperation (Roszarubezhtsentr) at the Russian Foreign Ministry.
