Summary/Abstract ecognizing the limited body of empirical work analyzing the impact of education on ethnic violence, this article reviews different perspectives and provides an initial test of competing views. Through a cross-national time-series analysis, the article finds that three indicators of education are positively and significantly related to ethnic violence but that ethnically diverse and nonwealthy countries drive the results. The findings oppose popular beliefs that education promotes tolerance but-in showing that high levels of education increase the risk of ethnic violence-support claims that educa-tion can promote ethnic violence.

Summary/Abstract This article tests ethnic exceptionalist and non-exceptionalist theories of political behavior by analyzing parliamentary elections in the Western half of the Austro-Hungarian Monarchy. Austria's gradual implementation of universal manhood suffrage before World War I provides an excellent opportunity to assess the effects of ethnic divisions in a democratizing country. Examining the interaction between political institutions and ethnic divisions affirms that voters' choices and the resulting party system were no more likely to reflect ethnic than other societal cleavages.

Summary/Abstract This article explores two general approaches to defining Pan-Africanism. Traditional Pan-Africanism reflects definitions of Pan-Africanism that begin with the assumption that distinctions must be made between early "ideas" of group identification with Africa versus modern organizational activities. However, holistic approaches emphasize the interconnectivity of Pan-African ideas and concrete activities. This discussion explores these approaches and their implications for contemporary analyses of Pan-Africanism. The essay concludes that the holistic line is best suited for developing a new model in Pan-Africanism.
