Emerging hydrocarbon interdependence between Russia and China: institutional and systemic implications / Rossiaud, Sylvain; Locatelli, Catherine; Abbas, Mehdi   Journal Article

Summary/Abstract The different agreements on oil and natural gas signed by Russian and Chinese companies testify to the profound changes in the oil and gas policies of both Russia and China. We stress the importance of the contractual norms which structure the energy interdependency of the countries involved. As there is no international multilateral framework able to manage energy supply security, the way the countries involved construct their energy interdependence to an extent defines models of sectoral governance.

The point is to explain this reorganization by relying on the New Institutional Economics framework. These theoretical works highlight that institutional environment and governance structures complement each other. We argue that the current reorganization in an attempt to increase the coherence of the institutional arrangement governing the transaction between the Russian state and the private oil companies.

Russian and Caspian hydrocarbons: energy supply stakes for the European Union / Locatelli, Catherine   Journal Article
Locatelli, Catherine Journal Article
0 Rating(s) & 0 Review(s)
Publication 2010.
Summary/Abstract The issue of EU gas supply security has become more and more important in the 2000s in the context of gas market liberalisation and the question of the reliability of Russia as a supplier. One answer to these problems is EU gas diversification, specifically the opening up of a fourth gas corridor to supply the EU with gas from Central Asia via the 'Caucasus' or 'southern' route. The feasibility of this strategy might now be called into question. This article reviews the new strategies that could emerge in the producing countries as well as those of international oil companies, and then examines what the consequences might be as far as the EU's diversification strategy is concerned. The article identifies some of the problems and limits of these strategies.
