China's rapid economic development over the past three decades has multiplied power consumption, while the population's income growth has stimulated a dramatic increase in the production and sales of cars. These factors have increased the country's dependence on imports of petroleum products and deteriorated the environmental situation in the PRC. Being aware of these challenges, the government is radically reorganizing the automotive industry on the basis of new energy, creating an innovative motor vehicle fleet and corresponding new-generation infrastructure.

China is the biggest foreign trade partner of ASEAN countries and the main donor to the development of regional infrastructure. The main trunk lines built with the help of Chinese investments in Southeast Asian countries will be linked up with important regional ports. This will make it possible to increase export cargo flows from the PRC to countries of ASEAN, the Middle East, and Africa.

Summary/Abstract |
Balanced development of transportation in China had not received enough attention from the government for a long time and remained a bottleneck in the country's economy. New approaches to improve transportation date back to the 1980s only, when accent was placed on a higher quality of the transportation network, construction of high-speed railroads and express highways, introduction of technologies increasing the throughput and carrying capacity, fuel saving, and improvement of transportation logistics. With the world financial crisis under way, the transportation system has, paradoxically, emerged as an "anti-crisis stimulator" that spearheads development of the national economy as a whole.

This, the second, part of the article examines road, water, air, and pipeline transportation. China's focus on giving priority to the development of transportation industries over the past 30 years of reforms has made it the world's leader in container manufacture and containerized freight shipments and placed it second, after the U.S., in the length of high-speed highways and the number of air passengers. Development of all the transportation modes is financed predominantly from the government budget and depends on wise application of free-market mechanisms. The breakthroughs achieved by China's transportation industries are an illustration of its flexible crisis management strategy.
