Summary/Abstract The article surveys international cooperation efforts to dismantle decommissioned submarines of the Russian Pacific Fleet. Russia's difficult financial and economic situation and its inability to dismantle its multi-purpose nuclear submarines forced it to seek assistance from Japan, in which later also joined three other APR countries - Australia, South Korea, and New Zealand. Since cooperative efforts were first launched, foreign funds have been used to dismantle three nuclear submarines, build a radioactive waste processing plant, and a contract has been signed for dismantling two more nuclear submarines.

Summary/Abstract The article presents the debates and discussions that took place at the annual academic conference of political science scholars from Russia, India, and China. The traditional theme linking these conferences is analyzing the possibilities for developing and improving trilateral cooperation among the three largest countries in Eurasia. In the context of developing cooperation worldwide, the forum's participants examined the current stage of relations between the three countries and concluded that the RIC format contains many incentives for comprehensive collaboration and made a number of proposals for the further advancement of trilateral ties.

Summary/Abstract As a result of the policy followed regarding North Korea by presidents Kim Dae-jung and Roh Moo-hyun, two inter-Korean summits were held and a substantial breakthrough made in inter-Korean economic cooperation. The steps to expand this cooperation adopted at the second inter-Korean summit could bring North and South appreciably closer and be of great material benefit to them. Lee Myung-bak's accession to power, however, and his harsher approach to North Korea have nullified a not inconsiderable portion of the efforts of his two predecessors. The inter-Korean dialogue has been terminated, the implementation of new economic plans has been frozen, and already existing projects have begun to show losses. At the same time, despite the tension in official inter-Korean relations, South Korean business continues to develop its own activities in North Korea. In August 2009, North Korea's tactic of escalating economic demands to the point where they could not be met was replaced by expectations of proposals from the South.

Summary/Abstract The author examines the tenets of official PRC doctrine regarding the issues of nuclear weapons proliferation. An attempt is made to analyze contemporary China's understanding of the heart of this issue in the context of ensuring national geostrategic interests. The precepts of PRC foreign policy with respect to the role and place of nuclear non-proliferation and nuclear deterrence in the system of international security are described. China's political steps in regard to the nuclear issue on the Korean Peninsula are analyzed to examine the question of the practical application of its doctrinal tenets.

Summary/Abstract Balanced development of transportation in China had not received enough attention from the government for a long time and remained a bottleneck in the country's economy. New approaches to improve transportation date back to the 1980s only, when accent was placed on a higher quality of the transportation network, construction of high-speed railroads and express highways, introduction of technologies increasing the throughput and carrying capacity, fuel saving, and improvement of transportation logistics. With the world financial crisis under way, the transportation system has, paradoxically, emerged as an "anti-crisis stimulator" that spearheads development of the national economy as a whole.

Summary/Abstract This article is devoted to the political dimension of Russian consulates' activities in Mongolia between 1861 and 1917, and to their role in implementing the Russian "Far Eastern strategy." The imperial consulates made a significant contribution to the resolution of the "Mongolian problem" as an efficient mechanism of Russia's mediation in Mongolia's efforts to achieve autonomy, and in the "Kobdo" and "Altai" issues in the early 20th century. The article also analyzes the consulates' work to reinforce Russia's positions in Outer Mongolia and to maintain the balance of forces in the competitive international regional subsystem of the period.

Summary/Abstract The 2nd International Sinological Conference devoted to the subject "Sinology and Intercultural Contacts" was held in Beijing at the People's University of China on October 30-31, 2009. There were six panels working within the framework of the scientific forum, which discussed the relations between Sinology and the dialogue of cultures, Sinology and the study of history, Chinese literature, translations of Chinese classical texts, and Chinese opera. There was the "Forum of Confucian Institutes" at which Chinese and foreign participants spoke of teaching the Chinese language in foreign environment. Two round-table discussions were organized: one was devoted to the study of previously unknown Chinese texts discovered by archaeologists, and the other - to the interaction between Chinese literature and contemporary Sinology. More than one hundred scholars from various educational and research institutions of the PRC took part in the work of the conference, and about twenty scholars represented Taiwan, Xianggang and Aomen. About fifty foreign guests attended the conference.
