Summary/Abstract |
This article begins by questioning the transferability of Western conceptualisations of the 'state' to the developing world, particularly to those areas in which security concerns are extreme. It proposes that the complicated relationship between security and political liberalisation produces a reform-security dilemma, which in turn may result in dual-governance structures consisting of an autonomous 'state' bureaucracy and a relatively newer, political 'government'. The dynamics of such a duality are explored through a longitudinal comparison of two critical cases: Iran and Turkey. Both cases reveal evidence of the 'state' and 'government' as distinct bodies, emerging over time in response to conflicting pressures for security and liberalisation. While the Iranian case remains entrenched in a static duality with an advantaged 'state', the Turkish case provides optimism that, under certain conditions, an eventual subordination of the state to the political government can take place.

Summary/Abstract |
In its Cold War struggle against communism in Latin America, the John F. Kennedy Administration faced a dilemma. How could it maintain the support of anticommunist yet authoritarian regimes whilst concurrently promoting the political liberalisation of those regimes, as Kennedy's core policy toward Latin America-the Alliance for Progress-seemingly mandated? In Paraguay, the Stroessner regime provided Kennedy officials with a clear test of its ability to craft a policy that appropriately balanced both considerations. This case study explores how bureaucratic politics decisively shaped the implementation of that policy, ultimately leading to a continuation in the broader pattern of maintaining support for authoritarian regimes that embraced US leadership in the Cold War.

The pragmatic interests of Kazakhstan and the European Union have profoundly influenced the relationship between them, preventing the establishment of successful cooperation in the human dimension. This article investigates these dynamics in detail, placing its spotlight on the role assigned to the relationship with the European Union in the most recent technologies of power devised by the Kazakhstani regime. Particular attention here will be devoted to the tension between the regime's search for international legitimacy and its efforts to insulate itself from EU pressures for political liberalisation.
