Summary/Abstract Since the 1990s, the threats posed by the Western Balkans to European security have greatly diminished. While the Balkans no longer represents a serious security threat to Europe or to each other, the region has not been able to form an integrated regional partnership. The process of integration initiated more than a decade ago with the cooperation of the United States, NATO, and EU has reached an impasse. It is necessary for the international partners and the regional governments to reinvigorate the integration process and to help bind the region more closely as a cohesive unit within the European collective security framework.
