Summary/Abstract This study examines the prospects for new European Union (EU) member countries in pursuing their foreign policy objectives in relations with China. Both the Czech Republic and Slovakia cherished an idea of making China an alternative economic partner. However, after 1989, China perceived these states as minor, almost unimportant partners, regardless of their efforts. Their profile was raised by EU accession but there was little change in their strength in terms of bilateral relations with China. The article investigates the failures and partial successes of the Czech and Slovak relationships with China, comparing their different approaches to the balance between focusing on political and human rights issues and the pursuit of economic and business interests.

Summary/Abstract This article examines recent EU-Moldova relations under the European Neighbourhood Policy (ENP) and the Eastern Partnership (EaP) in order to assess the EU's policies and their (limited) effectiveness over the past decade. I draw on the 'external governance approach' and develop the 'partnership as cooperation perspective' to examine which approach prevails in the theory and in the political practice of EU-Moldova relations. Whereas the external governance approach focuses on the expansion of EU rules to assess the effectiveness of the EU's external relations, the partnership perspective draws attention to effective cooperation based on mutual concessions in areas of converging preferences.

Summary/Abstract This article explores whether and how pre-communist images and stereotypes of Russia and Russians and Poland and Poles are being perpetuated in the framing of Russian-Polish relations by the contemporary Russian and Polish print media. It is hypothesised that the stable core of pre-communist Russian public discourse about Poland and Polish narratives of Russia survived the forced internationalism of the communist period and is present today, although it is also being reimagined at the margins. Using a sample of 1,208 articles from Russian and Polish daily newspapers, the article examines contemporary narratives and their relationship to the old discourses.

Summary/Abstract The article examines EU-Moldovan relations from the perspective of the external governance framework. It reveals some considerable progress in the procedural engagement of both parties. However, the internal instability experienced by Moldova in 2009 is seen to have disrupted these relations, stalling further negotiations and even questioning Moldova's true commitment to Europe. To understand this ostensibly sudden change in Moldova's allegiance to Europe, it is argued that analysis needs to go beyond conventional governance framework(s). Premised on the notion of 'constitutive boundaries' a 'partnership' perspective offers a more nuanced understanding of the boundaries of 'the other', thus revealing the salience of geopolitics and culture in Moldova's relations with the outside world.

Summary/Abstract This article examines the cultural legacy of Galicia, a region comprising parts of Poland and Ukraine, once united under the Austro-Hungarian Empire. Using survey data compiled by the Comparative Study of Electoral Systems, we reconstruct the region of Galicia electoral district by electoral district, finding that Galicians today are far more civic than their compatriots. Sharing higher levels of political efficacy, Galicians are more likely to vote, and when they do, they are more likely to support parties who oppose the successor left. The vehicle for this cultural persistence, we argue, could be the (Greek) Catholic Church, which Galicians attend at far higher rates than the rest of Ukraine or Poland.

Summary/Abstract As a result of reforms in the Russian power sector, vertically integrated monopolies have been broken up, generation companies privatised, and a competitive electricity market introduced. This article discusses the key acts of the reform, the political and economic circumstances in which it has been enacted, and the challenges being confronted. These include, in particular, the impact of the financial crisis and the structural weaknesses it has exposed, the changing relationship between the gas and electricity market, the understanding of 'market competition' and pricing held by key actors, the problems caused by adhering to pre-determined targets, and the imperative of ensuring a 'socially responsible' transition.

Summary/Abstract This article focuses on the 'globalisation-cum-regionalisation' process in the European Union that has led to the emergence of functional macro-regions. It provides first a classification of regionalisation, and describes the organisational and mental barriers of the European Neighbourhood Policy (ENP). The second part traces the shift of the ENP from the South to the East that has also activated the EU's pre-accession policy in the West Balkan region and the Eastern Partnership programme. Finally, it argues that the Baltic Strategy and the Danube Strategy as functional macro-regions are the main instruments to overcome the weaknesses of the incentive-based approach in the EU's conditionality (or, as it is described here, its 'carrot crisis').
