Summary/Abstract Political leaders describe the climate crisis as the greatest challenge of our time, but it plays only a marginal role in the foreign policy of most states and in the scholarly literature on international relations. Only 0.77 percent of the articles in five top international relations (IR) journals between 2015 and 2019 were about climate change. This is a problem, for when the full impact of climate change and policy responses to climate change is felt, it will redefine international politics. We suggest five broad areas where it is necessary to better understand how climate change will reshape world politics: sovereignty, security, status and reputation, norms and coalitions, and the geopolitics of energy.

Summary/Abstract The race to rapidly decarbonise and digitalise the global economy by 2030 to avoid temperatures rising above 1.5C has been subsumed by geopolitics that remains anchored in realist power struggles, now revolving around Sino-American hyper-competition. The Russian invasion of Ukraine further undermined interdependence and prompted unprecedented levels of economic statecraft. Access to indispensable minerals for a net zero future has thus become more securitised. The European Union (EU) has pushed back against bipolar geopolitics by utilising its normative, economic and regulatory power and strong networks of global institutional relations to maintain a competitive but working relationship with the People’s Republic of China (PRC). Such an approach may help broker broader global institutional collaboration to ensure that decarbonisation is for all, not just for the few.

Summary/Abstract The non-Gazprom gas producers (NGPs) doubled their share of the Russian domestic gas market between 2000 and 2010 and have continued growing since then. For several years especially Novatek expanded. More recently, Rosneft has emerged as a key player, not least through its purchase of TNK-BP. This article begins with an overview of the companies in the Russian gas sector, their resource bases and capacities, and subsequently examines whether differences in field development costs and export market access may make it rational for Gazprom to continue ceding market share to the NGPs. With rising costs of Gazprom's queue of greenfield developments, any delays in Gazprom's investment program may be compensated through increased NGP production. The article argues that the NGPs are ready to fill the gap, may be allowed to do so and are already increasing their market share in an increasingly competitive market. The stage may now be set for a continued gradual transformation of the Russian gas market, in which the interests of Gazprom and the NGPs may be complementary or may be pitted against each other, but those of the Russian Federation are in any case likely to be better fulfilled than in the past.

Summary/Abstract This policy perspective sums up the main input of four members of the Research Panel for IRENA's Global Commission on the Geopolitics of the Energy Transformation. The geographic and technical characteristics of renewable energy systems are fundamentally different from those of coal, oil, and natural gas. This has implications for interstate energy relations and will require early attention if states are to exploit opportunities and address challenges. We point to six clusters of renewables' geopolitical implications that will manifest themselves over different time horizons. Overall, a generally positive disruption is foreseen, but also one that raises new energy security challenges. Moreover, while renewables will eventually render energy relations more horizontal and polycentric, achieving a smooth transition will not be easy. Renewables alter arenas of energy interaction, transforming markets and shifting trade partners, and reshape patterns of cooperation and conflict among countries. One possible outcome is a world of continental-sized grid communities made up of prosumer countries that continuously strategize between secure domestic production and cheap imports. Political action is required to manage, inter alia, industrial competition, stranded assets, availability of electricity and storage capacity, critical materials, and rivalry over ownership of key infrastructure assets.

Summary/Abstract This article explores the influence of socio-economic discontent on the determination of decision makers to cut subsidies on natural gas for Russian households. The authors outline first the organisation of gas supplies and subsidies, and secondly the relationship between policymaking signals and public opinion concerning the minor price adjustments implemented so far. They then examine previous cases of discontent in other sectors, extrapolating implications for a major increase in gas prices. The conclusion is that Russian policymaking is characterised by a pattern of 'two steps forward, one step back': decision makers are concerned about discontent, but nonetheless they ultimately press on with reform.

Summary/Abstract The plan for the southern energy corridor delivering a new secure supply of natural gas to the European Union is shaped by projects for two pipelines-Nabucco and the South Stream. Economic rationales for both projects are far from solid as the prospects for returns on massive investments are doubtful due to uncertainty about demand. Much political effort has nevertheless been expended on advancing these competing 'mega-projects', which have acquired symbolic status in different approaches to securitization of energy matters. The continuing recession has not added much weight to common economic sense, which dictates that the most efficient way to bring Russian and Caspian gas to Europe is modernization and joint management of Ukrainian gas infrastructure. Parallel construction of both pipelines remains the most probable outcome of their 'race', while simultaneous cancellation could have saved resources and political faces.
