Summary/Abstract The literature has traditionally regarded the rise and fall of Chinese think tanks as a product of the relaxation or tightening of control over the ideological domain by the Communist Party of China (CPC). However, since 2013, think tanks in China have continued to prosper in spite of the general perception that the ideological domain became more restricted. This article explains the reasons for, and consequences of, the rise of key think-tank policies and the construction of “New-Type Think Tanks with Chinese Characteristics” (NTTTCC). We argue that the success of Chinese think tanks has been driven primarily by greater official recognition of their value, due to increasingly complex domestic and international problems stemming from a fragmented decision-making system. We further argue that the rise of think-tank policies in China can be attributed to a long history of interactions among multiple internal and external actors, which in turn, opened the “window of opportunity” for a new policy agenda. Consequently, by late 2015, the new policies led to the selection of twenty-five “pilot high-end think tanks” and the establishment of the management system of think tanks in China.

Summary/Abstract Using an analytical framework of the global production network (GPN), the present paper examines the external environment and the internal dynamics of China s integrated circuit (IC) industry. We analyze the transition of China s IC industry from a state-led integrated device manufacturers' model to deeper integration into the GPN. We also explore the technological sources, the upgrading dynamics as well as the positioning of different nodes of China s IC industry in the GPN. We conclude that the "East Asia model" of gradual industrial upgrading might not apply anymore in the new era of GPN. High-technology industries can now be upgraded based on a parallel evolution model. Policy implications for China's high-technology industrial upgrading strategies are drawn from our analysis.

Summary/Abstract Regime complex has been widely recognized in many governance issues, but the evolutionary dynamics in regime complex are largely overlooked. This article explores the evolutionary dynamics by conducting a case study on the regime complex for human genetic data, which has evolved as an alternation between stable and unstable periods, known as punctuated equilibrium. Given that existing theories fail to explain the evolutionary pattern, a multiactor analysis framework is set up with the core argument that the evolution of regime complex is shaped by interactions between governance issues outside the regime complex, and a combination of actor power and institutional logics within them. Besides its specific contribution to the literature on regime complex, this article has general implications for research in global governance.
