Summary/Abstract This article critically analyses the strengths and weaknesses of the Central Reserve Police Force (CRPF), as the prime agency of the Government of India, attending to manifold matters of internal security. Many incidents, including classic achievements as well as downsides are presented here. The article highlights the need for a functional audit, urgency in professionalising the personnel, harnessing human potential in the best manner and the role of research and development. Another pertinent aspect brought out is a paradigm shift in the selection of leadership, with justification and the process involved in it. The intimate and intricate in-house aspects of the force have also been covered cogently.

Summary/Abstract Hundreds of CAPF battalions have been raised and there is no reason they cannot deal with internal security issues. They must perform/be made to perform, and most importantly, dominate the Dandakaranya forest, where on occasional foray and chest-thumping are useless, Surely, we need to look at a more integrated and deeper approach including MHA taking direct responsibility and control of counter-maoists operations rather than merely dishing out CAPF units to states; reorganising CRPF units in CI role on the lines of Rashtriya Rifles/Assam Rifles; discontinue the practice of imposing IPS officers on CRPF organisations; give the CRPF their own officers, review their training and imbibe the culture of officers leading troops in operations and ensure unity of command. The MHA must get into the acto rather than bureaucrats looking over the shoulder towards the Army, and help our enemies in getting the army sucked in here too.

Summary/Abstract One of the most uncomfortable questions that stare in the face of Appointments Committee of the Cabinet (ACC) is whether an IPS officer with a career-long experience in state police force can lead a central paramilitary force. Even within the central paramilitary forces, the tasks and objectives of the Central Reserve Police Force (CRPF) and the border guarding forces are different. Furthermore, among the border guarding forces, Indo-Tibetan Border Police Force (ITBP) functions differently than the Border Security Force (BSF) or the Sashastra Seema Bal (SSB) or Myanmar Border for that matter. So, shouldn't ACC consider the experience of the officer with a particular force before appointing him to its top position?
