On August 21, 2012, Palestinian Authority leader Mahmoud Abbas, referring to "the alleged [Jewish] Temple" in Jerusalem, stated that "there will be no peace, security, or stability unless the occupation, its settlements and settlers will be evacuated from our holy city and the eternal capital of our state."1 This statement, basically denying any Jewish linkage or right to Jerusalem, uttered by the head of the Palestinian Authority who is considered in the international community to be moderate and reasonable, serves as an example of the tremendous political, historical, psychological, legal, and religious challenge that the issue of Jerusalem poses to the Middle East negotiating process. This study analyzes the various aspects of this challenge, with a view to determining why a resolution of the Jerusalem question has defied all past negotiators, raising serious questions about the possibility of reaching agreement between the parties regarding Jerusalem. Beginning with a brief summary of the significance of Jerusalem to each religious community as well as to the world at large, this study analyzes the various international instruments making reference to Jerusalem, and lists proposals published over the years for solving the issue of Jerusalem.

Contrary to the commonly held misconception, Palestinian antisemitism is not a corollary of the Palestinian-Israeli conflict but the other way around: the perpetuation of the conflict is a direct result of the deeply ingrained Palestinian-Arab Jew-hatred and the attendant rejection of any form of Jewish statehood. From the onset of the conflict, a century ago to this day, Palestinian Arabs have been subjected to a sustained hate campaign of racial, religious and political incitement that has portrayed Jews (and Israelis) as the source of all evil, synonyms for iniquity, corruption and decadence, whose clear and present danger to human kind can only be removed through their complete annihilation. Small wonder that not a single Palestinian-Arab leader has ever recognised the millenarian Jewish attachment to the Land of Israel or evinced a true liking for the ‘two-state solution’ since it was first evoked in 1937.

This article records an interview with Joel Singer, one of the authors of the Oslo Accords who was brought into the process from Washington DC at a later stage of the negotiations. The Oslo channel was established by Deputy Foreign Minister Yossi Beilin, Norwegian academic Terje Rød-Larsen and Israeli academic Yoel Hirschfeld, who understood Yasser Arafat’s need to initiate a new path for relationships with Israel. At that time, negotiations with the Palestine Liberation Organization (PLO) were illegal. The PLO was considered a terrorist organisation and the Israeli government refused to officially negotiate with Arafat, though it was clear that he was still the person most able to strike a deal, and the only true representative of the Palestinian people. Bilateral negotiations begun in Washington between Israelis and Palestinians who were supposedly independent of the PLO led to nowhere. This is Singer’s version of this peace chapter. The article assesses the positive and negative aspects, lessons and implications of the process and of the Oslo Accords.

Prior to Pope Francis's visit to the Holy Land, his ambassadors sought to temper expectations by reminding officials in Washington and other capitals that the pontiff himself had called it "strictly a religious trip." Its main purpose, they said, was to mark the fiftieth anniversary of the meeting in Jerusalem between Pope Paul VI and the Orthodox Ecumenical Patriarch Athenagoras-the first such encounter after a thousand years of antagonism between the two churches, Roman Catholic and Orthodox. But in a region where religion and politics are an explosive mix, every word he spoke, every step he took was going to be scrutinized for any hint of support for one side to the disadvantage of the other, and no one knew it better than Francis. But the Argentine-born pope already had a reputation for not avoiding controversial issues-and a gift for making unexpected symbolic gestures to make his point.

Palestinian leaders first embraced armed struggle and then turned to negotiations. Prime Minister Salam Fayyad has now initiated a third, pragmatic stage of Palestinian nationalism by building institutions and counting down to statehood. Fayyad's vision is a promising one, and Israel should help him achieve it.
