| Summary/Abstract |
This article analyses the extent to which and the way in which the European Union (EU) has acted as a security provider in its eastern vicinity since the European Neighbourhood Policy was launched. The EU's capacity to emerge as a security provider and the approaches developed in this purpose are gauged against three major EU objectives in the eastern neighbourhood: conflict resolution, control of migration flows and good governance. The article sustains that EU efforts to reach objectives which it considers important for regional security are undermined by a lack of coherence in policy implementation across the eastern neighbourhood.

| Summary/Abstract |
By emphasizing concepts such as resilience and local ownership, recent updates in the EU's foreign policy strategy have marked a narrative turn and signaled a shift in EU external governance toward its neighborhood. This article has two aims. First, we unpack the EU's conceptual understanding of resilience and local ownership as reflected in its recent strategic documents. Second, we examine the implications of the EU's narrative turn on actual policy practices in Eastern Partnership countries. We highlight a gap between the EU's broad understanding of resilience and local ownership and the narrow operationalization of these concepts in the EU's eastern policy. The article shows that the EU continued relying on the previously established policy frameworks, according to which resilience develops through approximation with EU templates. This strong path dependence precluded any effective policy turn toward local ownership.

While espoused by the newly independent states after the collapse of the Soviet Union, the liberal order has not taken root in interstate relations and is now openly contested in Eastern Europe and the South Caucasus. However, the challenges presented (primarily by Russia) to the international order also trigger growing contestation, in several Eastern European and South Caucasus countries, of an existing regional order premised on Russian hegemony. Therefore, the picture that emerges from these multiple contestations is not an alternative regional order, but rather overlapping orders in a fragmented region.

Though the creation of the Eurasian Economic Union was expected to translate into deeper integration, uncertainties and flaws in the rule-making process create loopholes that are then exploited by domestic actors with a view to pursuing their own goals. Thus, processes of rule development and adoption entail a variety of subtle differences also involving translation, adjustment and adaptation. This brings strong nuances into the prevailing picture of ‘hard regionalism’, and instead suggests the development of a malleable integration process.

Focusing on EU visa liberalization policy with Russia and Eastern Partnership countries as a case study, this article seeks to investigate the drivers of EU external migration policy in regards to its neighbourhood. In doing so, the article seeks to understand whether policy objectives and instruments employed by the EU emphasize security or normative considerations, or both. It also scrutinizes the factors behind this emphasis. In particular, it examines the degree to which EU external migration policy is framed by intra-EU bargaining and interaction with partner countries. The hybrid nature of EU visa policy towards its neighbourhood stems first and foremost from persisting differences in the prioritization of security and values among the major EU actors involved in the policy process. Yet as the article argues, interaction with partner countries crucially shapes the outcomes of the visa liberalization policy, thereby altering the balance between normative and security considerations that results from negotiations between EU actors.
