Summary/Abstract The C919 program is representative of China's broader approach to advancing its aviation industry: dependence on foreign partnerships alongside investment in indigenous development. We find that this approach most closely fits the techno-hybrid model of technological development. This combination of techno-globalism and techno-nationalism is also found in the Aviation Industry Corporation of China's (AVIC) concept of indigenous innovation, macro strategy and structure, the controversy surrounding the recently revealed J-20 stealth fighter, and Chinese views of the potential for civil-military integration to aid in the development of a military airlifter. Truly indigenous development remains aspirational at this time, and the technological barriers that have caused China to depend upon international suppliers for the C919 project are also expected to inhibit domestic innovation and limit its impact on global aviation markets.

Summary/Abstract China's defense economy has been vigorously developing a comprehensive set of innovation capabilities that will eventually allow it to join the world's top tier of military technological powers. China's target is to catch up by 2020. Although this maybe possible in a few select areas, the defense economy as a whole will likely require another decade or more to successfully master the ability to produce major innovations of a radical nature. This paper analyzes the key areas in the Chinese defense economy's gradual but accelerating shift from imitation to indigenous innovation.

Summary/Abstract This paper examines the content and driving forces of the "Made in China 2025" plan adopted by China's State Council in 2015, discusses the key goals of the plan and the main factors influencing its implementation, and elucidates the areas and stages of development of the industrial technology base. It also shows the status of the participation of military-industrial corporations in the implementation of the plan and gives examples of specific achievements of industrial and technological leaders in competition with developed countries on international markets. This paper also provides evidence of how military-civilian integration under the leadership of Chinese President Xi Jinping has accelerated the technological development of both civilian and defense industries of the PRC and serves as an important stimulus for industrial development in China. The author examines specifics of the implementation of the plan in 10 major areas, such as robotics, aerospace, shipbuilding, information technology, rail transport, industries related to energy conservation, biotechnology, medicine, etc.

Summary/Abstract Through a progressive strengthening of organizational, legal, and personnel attributes, Argentina's Ministry of Defense has become civilianized. The MOD has been strengthened by the addition of new bureaucratic units headed by civilians with the authority to shape and conduct defense policy while also encouraging interactions with military personnel, resulting in better informed policy choices. This article will account for these changes through a detailed analysis of foreign affairs, strategic planning and promotions, production and research, and education. Procedural rules, divisions of labor and civil-military interactions are delineated. Military modernization deficiencies and the need for a permanent civilian staff are noted.

Summary/Abstract This article is concerned with innovative and structural transformations of the Military-Industrial Complex (MIC) of the PRC and their connection with the process of civil-military integration aimed at creating an innovative system of science and technology in the country, combining military and civilian resources to increase the capacity of the MIC to produce high-tech weapons and next generation military equipment, and at the same time, bring innovative changes to the civilian sector of the economy. In the author's view, there is a trend to increase R&D funding in the PRC, as well as to take measures to use artificial intelligence to achieve the designated goals.
