he launch and development of the Internet in China has the same origins and the same "generic characteristics" as the birth and advance of civil society in that country. Unlike the West European or North American models, the state here is practically alone in full control of this initiative. To the exclusion of anyone else, government authorities have a dominant role in institutionalizing and legitimizing both the foundations of civil society and the Internet environment.
