Summary/Abstract |
CELEBRATIONS took place in August 2013 in the Czech Republic and Russia to mark 200 years since the victory in the Battle of Kulm by the allied forces of Russia, Austria and Prussia over Napoleon's forces.
In order to put in perspective this seemingly local and almost forgotten battle in 1813, where valiant Russian soldiers played a decisive part, let us make a brief historical digression to the now distant period that preceded the fighting at Kulm on 29-30 August 1813 and at Leipzig on October 16-18, 1813.

ON 7-8 OCTOBER, 2010, the World Thematic Conference "On the Contribution by Compatriots to Russia's Modernization: Opportunities for the Development of Partner Relations" was held in Moscow under the aegis and with the support of the Government Commission on Compatriots Living Abroad and the Russian Ministry of Foreign Affairs.
More than 140 compatriots from 76 countries of the world, as well as representatives of the federal legislative and executive power bodies, business structures, scientific and medical institutions and associations, publishers, the media, and nongovernmental organizations took part in the conference.

Summary/Abstract |
ON OCTOBER 17-18, 2011, a World Thematic Conference of Compatriots called "On the Status of Russian Language in Foreign Countries" was held in Moscow under the aegis of the Government Commission on Compatriots Living Abroad (GCCLA). The conference, particularly such an extensive one, with 200 delegates from 91 countries and 80 guests from Russia in attendance, did not arise from scratch.
It was preceded by an interested and at times even fervent discussion of this topical issue at regional conferences of compatriots (I, for example, had occasion to participate in debates on this topic and understood from the discussion at the regional conference of compatriot associations of the Southern Caucasus in Krasnodar on September 22-23 of this year that the "great and powerful" [Russian language] enjoyed a far from favorable status in the CIS expanse), as well as at special round tables on the status of the Russian language held on the eve of the conference in Ukraine (Kiev), Kazakhstan (Almaty), and the Baltic states (Riga).1

THE FOURTH WORLD CONGRESS of Compatriots Living Abroad, held on October 26-27, 2012 in St. Petersburg at Tauride Palace in accordance with Federal Law of May 24, 1999 "On State Policy of the Russian Federation Regarding Compatriots Living Abroad" by a decision of the government of the Russian Federation and with the support of the Russian Ministry of Foreign Affairs, was a central event in the life of compatriots not only of this year, but also of the entire three-year period between congresses.

ON MAY 9-11, 2013, the Seventh Regional Conference of Russian Compatriots Living in North and South America was held in Havana with the support of the Government Commission for Compatriots Living Abroad (GCCLA) and the Russian Ministry of Foreign Affairs. It was attended by the leaders and active members of coordinating councils and associations of compatriots from 18 countries of Latin America and Canada, a total of approximately 40 people. Unfortunately, the delegation of compatriots from the U.S. headed by I. Baboshkin, a member of the World Coordinating Council of Russian Compatriots and chairman of the Coordinating Council of Compatriots Living in the U.S., who was refused a visa to visit Cuba, was unable to attend the Havana forum.

On the eve of this significant political event in the life of the Russian diaspora abroad, interest naturally turned to what was making various compatriots' organizations tick and how ready and willing they were to hold a dialogue and cooperate with their historical Homeland.

I HAVE long wanted to write a short essay on the activity of our compatriot associations in the Czech Republic to show the special features and traits of the local Russian community and the history of its development. This desire is mainly prompted by the fact that I have had occasion to work for a total of 15 years, first in Czechoslovakia and then in the Czech Republic, witness the changing times, and am personally acquainted with many of the "characters and actors," including among the "Russian Czechs."

DECEMBER 2, 2010 marked 205 years of the Battle of Austerlitz, one of the most famous and dramatic battles in Europe in the history of the Napoleonic Wars, that took place near Austerlitz (Czech: Slavkov u Brna) near Brno and colorfully described in Leo Tolstoy's War and Peace.
For the number of troops involved (more than 160,000, including approximately 90,000 on the side of the Russia-Austria allies and 75,000 on the French side) and for the number of killed, wounded and taken prisoner (between 35,000 and 45,000 according to different sources), this battle is among the most murderous of the wars involving Napoleonic forces after the battles of Borodino and Leipzig.

Summary/Abstract |
RUSSIA established official relations with the Southern African Development Community (SADC) in March 1999 by appointing its then ambassador to Botswana, Valery Kalugin, as its official representative to SADC. This regional organization dates its history to 1980, when nine countries established what is known as the Southern African Development Coordination Conference (SADCC) and is the forerunner of the Southern African Development Community (SADC). A declaration issued by the SADCC founding member countries and newly independent Namibia and a treaty signed by them established SADC in August 1992.
