TODAY, THE EVER GROWING NUMBER of issues previously within domestic jurisdiction is discussed by the international community or even falls within the sphere of joint national/international jurisdiction. On some of the key issues (international security, human rights, ecology, etc.) the non-interference principle, transparency of national policies and cooperation with the world and regional institutions within international law can no longer be separated. When operating outside their national borders the states have to restrict themselves for the sake of mankind's continued existence, that is, they share, to a certain extent, their independence with the rest of the world.
