Growing concerns about the slow revival of the world economy, volatility in oil prices, overcapacity in shipping and fierce competition is denting profits in the shipping industry. On the other hand, emergence of greenhouse gas emissions and pollution control regimes at sea is forcing ship owners to make expensive technical modifications onboard ships, which are further driving up the costs of operations. In such a rapidly changing scenario, there is a need for a long-term vision for transitioning to an era of sustainability in the international shipping industry. The paper commences with a discussion on the concept of sustainability as applicable to the shipping industry and highlights the recent developments in the maritime domain, which pose significant environmental and economic challenges for the shipping industry. It identifies the emerging trends in the shipping industry and argues that these challenges also present a window of opportunity for the industry, for undertaking a paradigm shift towards sustainable shipping. It further explores the transition pathways and presents various options that can be implemented in the shipping industry, which will aid its transition towards sustainability. Using a case study, the paper highlights the key characteristics of sustainable shipping and briefly discusses the Indian maritime scene before concluding that the adaptability of the world shipping industry to adopt the practices of sustainability is fundamental to its survivability in forthcoming decades.

There are tangible indicators that India, being a revisionist state and with a mature space program, aspires to join the club of states with space weapon capability. It is argued that India’s quest for space weaponization is detrimental to strategic stability and deterrence of the South Asian region. Re-conceptualizing and revising existing space laws to develop a new legal framework to address momentum towards the weaponization of outer space is important in this context. This paper assesses the emerging trend of space militarization leading to space weaponization and its implications for South Asian security.

| Summary/Abstract |
Energy security is considered to be a universal issue in the twenty-first century. It denotes the right to use reliable sources of energy at competitive prices produced in an environmentally sustainable and safe means as well as the security of supply and demand. The strategic significance of energy security has been stirred by the political and economic events since 1970. The purpose of energy security is to guarantee adequate, reliable supplies of energy at reasonable prices in ways that do not endanger major national values and objectives. Energy security has different dimensions that vary from economic, environmental, social, foreign and technological progress which differ from country to country, and also from one period to another. To meet the growing aspirations of the people and the economies of South Asia, countries are under massive social and political strain to secure reliable, sustainable and reasonably priced energy supplies to meet the escalating demand for commercial energy. Energy security is thus no longer merely a catchword but an irrefutable reality for vital economic development throughout South Asia. And energy security will remain a high priority issue all over the world and the duty of ensuring energy security to the people and the state is not only confined to national governments but also to regional and international regime. This article analyses the emerging trends of energy security through the most debated contemporary issues such as climate change, sustainable development and globalisation.

| Summary/Abstract |
Peacekeeping has emerged as one of the core activities of the United Nations (UN). Due to ground realities, the doctrines, principles and structures of peacekeeping have evolved in accordance with necessity. In the traditional phase, during the Cold War era, peacekeeping was mostly limited to monitoring and observation affairs. In the post-Cold War era, there was an expansion of peace operations and "minimum use of force", where necessary, emerged as an acceptable norm of peacekeeping. In the consolidation phase, after 2000, peace operations emphasised on peace building affairs i.e., democratisation, institution building, security sector reform (SSR) and human rights protection. The phase of New Horizon, which started in 2009 indicating changing trends, focuses mainly on development, capacity building, planning and oversight. It can be argued that the future peace operations are going to be more robust and multidimensional, and would concentrate on responsibility to protect civilians, human rights and environmental issues, gender mainstreaming, democratisation and institution building to achieve sustainable peace in the conflicting areas. Being a leading troops contributing country, Bangladesh will face new challenges to adapt with the emerging trends of UN peace operations. The challenges include dealing with new doctrinal issues and capacity building of its peacekeepers in the field level. In this respect, the main objectives of this paper are to understand the changing trends of UN peacekeeping and to identify potential challenges for Bangladesh and its likely responses in the coming days to continue its contributions in the UN peace operations.

Geospatial capabilities offer tremendous potential for driving new cost efficiencies and operational effectiveness for homeland security missions. Geospatial data and technology improve the ability of information technology applications and systems to enhance public security and provide for more effective situational awareness and delivery of a common operating picture. Geospatial information is often the common denominator that links disparate information together to reveal the necessary context and understanding required to connect the dots, and generate actionable information vital for effective decision-making. Location is everything to homeland security. Without geospatial context, we cannot understand where and how events are occurring, nor can we rationalise why they are occurring. The location component is the 'make or break' for nearly all homeland security operations from back office functions such as facilities management, to frontline operations in disaster response, border security, customs enforcement, critical infrastructure and threat reduction.

| Summary/Abstract |
This essay proposes a new theoretical framework for analyzing the rise of China and its impact on Asian security order. While the rise of China is reshaping Asia's military balance, the region has also witnessed equally important and longer-term changes, especially economic interdependence, multilateral institutions and domestic politics. The implications of these changes are not fully accounted for by the different types of security orders proposed by analysts to describe the implications of China's rise, such as anarchy, hierarchy, hegemony, concert, and community. This essay presents an alternative conceptualization of Asian security order, termed consociational security order (CSO) that draws from different theoretical lenses: defensive realism, institutionalism, and especially consociational theory in comparative politics. Specifying the conditions that make a CSO stable or unstable, the essay then examines the extent to which these conditions can be found in Asia today. Aside from offering a distinctive framework for analyzing China's rise, the CSO framework also offers an analytic device for policymakers and analysts in judging trends and directions in Asian security.

| Summary/Abstract |
The article assesses the state of political participation in Central and East European post-communist democracies. Incorporating the most recent data, it compares the emerging trends in political participation to those observed in the established democracies of Western Europe. The findings reveal that post-communist citizens participate substantially less than their Western counterparts, and, contrary to some expectations, no convergence has been taking place. This is due to a host of factors, the importance of which seems to vary according to the type of political activity. It is subsequently shown that while political participation is lower than in Western Europe, it is not markedly more biased. The poor state of political participation therefore does not appear to seriously undermine the quality of the post-communist democratic process.
