Summary/Abstract |
Which parameters affect coalition building in budgetary negotiations? In this article, three distinct levels of analysis are identified to account for coalition building patterns, associated with domestic politics, domestic socioeconomic structures and EU politics. At the level of domestic politics, ideology points to cross-governmental affinity of a partisan nature; at the level of socioeconomic structures, similarity of policy interests, generated by cross-national socioeconomic convergence with EU policy standards, informs coalition formation patterns; at the EU politics level, the intergovernmental power balance influences the political aspirations of each Member State in the integration process and coalition-building decisions. Two sets of parameters affect the evolution of EU coalition patterns, corresponding to the integration impact on the EU (new cleavages) and on the Member States (the impact of Europeanisation). This analytical framework is used to examine the southern coalition (Spain, Greece, Portugal) in the four multi-annual financial frameworks (1988, 1992, 1999 and 2005).

How do alliance commitments affect US military spending? This question is at the heart of debates about the value of alliances and the future of US grand strategy. One perspective, which we call the budget hawk view, asserts that alliances are exorbitantly expensive, as they require military investments to deter third-party adversaries and reassure allies, encourage free riding, and facilitate reckless allied behavior. A competing view, which we label the bargain hunter perspective, claims that US alliance commitments are relatively cheap and might even reduce military spending. Allies provide key military capabilities, reassurance and extended deterrence are cheaper than they might initially seem, and alliances reduce the need for costly military interventions by promoting peace. Despite the importance of this debate, few studies have attempted to determine how alliance commitments affect US military spending. We use over-time variation in the number of US alliance commitments to estimate their financial toll. A statistical model of US defense expenditures from 1947 to 2019 shows that one new alliance commitment has a large positive association with defense budget levels in subsequent years. Military alliances benefit the United States in many ways but, consistent with the budget hawk view, they are expensive.

You may be forgiven if you associate Lou Fisher's name primarily with his robust defense of Congress's preeminent authority in national security and budgetary matters, or with the idea that courts are only one of three co-equal players in the constitutional dialogue that occurs among all of the branches, or with the related effort to disabuse scholars, the press, and the public of the profoundly incorrect notion that courts have "the last word" in constitutional interpretation. All of these themes are, indeed, key components of Fisher's vast body of scholarly work and public testimony, and they will be forever linked to him as their progenitor. Just as solidly grounded in impeccable research and unassailable logic is Fisher's work on executive power. It fits snugly within his Madisonian emphasis on a government of limited and shared powers, enforced through effective checks and balances, where each institution exercises its respective power while overseeing the other branches to ensure respect for constitutional boundaries.
