Summary/Abstract Climate change is a leading threat to sustainable socio-economic development in Bangladesh. Adverse impacts of climatic disasters including flash floods, recurrent cyclones and erratic rainfall patterns are already causing hardship for both rural and urban people and are expected to accelerate into the future. The aim of this research note is to identify the core contributing economic sectors to climate change in Bangladesh, and to consider effective mitigation strategies. Following the 5th Assessment Report (AR5) of the Intergovernmental Panel on Climate Change (IPCC) report (2014), in this paper, we argue that comprehensive mitigation measures are required in the energy, transport, buildings, industry and land-use sectors to reduce Greenhouse Gas (GHG) emissions. Our findings indicate that it is crucial that government and non-government mitigation efforts engage with community knowledge practices in order to most effectively reduce GHG emissions and combat the adverse impacts of climate change.

Summary/Abstract This article critically interrogates current policy-sector approaches to culturally sensitive development and the manner in which culture has been conceptualised within the post-2015 development agenda-setting process. By providing a brief interpretive summary of academic debates surrounding culture and development, an analysis of how ‘culturally sensitive’ practices have been pursued within the policy sector, and an examination of the insufficient consideration given to culturally sensitive development within post-2015 agenda setting, I argue that much uncertainty remains around how to translate complex academic understandings of culture and development into policy responses. Following this, I provide one case study drawn from the small, low-income country of Laos to suggest possibilities as to how culturally sensitive development may be better conceptualised and implemented within a post-2015 global development era.

Summary/Abstract Following the extraordinary wealth generation of casinos in Macau and Singapore, governments and non-state actors across Southeast Asia have developed gambling establishments as a means of fast-tracking economic growth and stimulating national development. Yet, here and elsewhere, casinos have been heavily criticized for their association with immoral behaviour, problem gambling, corruption, and organized crime. In this article, I focus on two casinos in northern Laos to address two research questions. First, I consider how casinos have come to exist within the remote border regions of one of Asia’s least developed countries. I discuss vice economies within the Golden Triangle region, multi-actor aspirations to boost transnational connectivity within continental Southeast Asia, strengthening political-economic relationships between Laos and China, and Government of Laos efforts to use foreign investment as a mechanism for increasing governance capacities in borderlands. Following this, I critically analyze the relationship between casinos and development in Laos. I focus specifically on the multifarious effects of casinos on the lives and livelihoods of local communities to argue that casino development has been informed by logics of expulsion and the establishment of new predatory formations. To make this argument, the article draws on four fieldwork visits to each of the casino sites between 2011 and 2015, desk-based research, and interviews with local residents, casino staff, and members of the Government of Laos.

Summary/Abstract Development in Laos has occurred slowly, with uneven distribution and significant negative effects. This article challenges the simplistic assumption of human development and human security as mutually reinforcing processes. It suggests a holistic approach addressing simultaneously competing demands from the perspectives of the most vulnerable sectors of society.

Summary/Abstract The challenge of development is becoming increasingly difficult to address. At a time when the Agenda 2030 Sustainable Development Goals and the 2020 Paris climate accord call for long‐term strategic planning to address our most pressing social and environmental crises, we are confronted by enduring and deepening forms of socioeconomic inequality, climate change denial, persistent conflict, mass displacement and widening democratic deficit. New forms of poverty are emerging through the very processes that have brought prosperity; at the same time, the reconfiguration of the global development landscape through enhanced South−South cooperation (SSC) presents both opportunities and obstacles for poverty alleviation.
