Summary/Abstract Using recently-collected ethnographic life history data, this paper analyses in historical context the shifting boundary between governmental and non-governmental 'worlds' in Bangladesh. First, the paper explores the ways in which this boundary is an ambiguous one, and aims to show how it is constructed and maintained, through an analysis of new types of 'boundary-crossing' professionals who cross between the two sectors in the course of their career trajectories and their social relationships. Second, it suggests that such movements across this boundary throws light on changing professional identities in Bangladesh, such as what it means to work as a public servant or a development worker. High-achieving university graduates are now less likely to choose civil service careers than they once were, because new opportunities exist for them to work more flexibly as 'non-governmental professionals' in roles that may allow them to combine professional, consultant and activist identities.

Summary/Abstract At first glance, Britain's decision in 1957 to end conscription appears to be explainable solely by external factors since that change coincided with the decision of Harold Macmillan's government to bolster its nuclear capability following the embarrassing Suez Crisis. Furthermore, the decision was framed as a cost-cutting move amid budgetary challenges. However, that decision was substantially influenced by the fact that deployment of conscripts was heavily constrained by British domestic politics. Similarly, the merits of conscription for generating a large pool of reservists had limited utility given the political sensitivity of mobilizing reservists. The nature of the domestic constraints-both political and social-on conscription are also evident in the fact that London opted to forego selective service and scrap mandatory military service altogether. This action accelerated British imperial decline after independence was granted to India, which had previously been a sizeable colonial reservoir of British military manpower.

Summary/Abstract Within the framework of classical theory, the joint US Army-Marine field manual Counterinsurgency (FM 3-24) described an ambitious set of skills required for success against guerrillas. But if counterinsurgency, as FM 3-24 describes it, is 'the graduate level of warfare', then these two military services have been for years systematically failing to train their talent in the appropriate fields. In today's small wars, NCOs serve as modern-day Mounties, and consequently require at least a modest undergraduate education in armed good governance.

Summary/Abstract IN A PROJECT overseen by the Association of Russian Diplomats, Russian career diplomat minister counselor second class Yury Ivanov has published a book titled The First Soviet Diplomats: The People's Commissariat for Foreign Affairs of the RSFSR/USSR (1917-1941) [in Russian]* that is in effect a follow-up to his encyclopedic work published in 2021 about the last diplomats of the Russian Empire.1 There has been increasing public interest in Russia lately in the life and work of various diplomats, as evidenced by the appearance of several historical and biographical publications on the subject.
