Summary/Abstract In recent years, some Western media are so anxious to play up neocolonialism and bluntly label China neocolonialist.They are not only factually mistaken, but also logically misleading. The fact is that China's practice in Africa, which is based on equality, mutual benefit and reciprocity, is fundamentally different from that of the Western colonialists. Meanwhile, some Western media outlets are skillfully misleading the public by substituting the fake for the genuine, taking a part from the whole and employing double standards.An individual enterprise's behavior cannot represent a government's African policy and any country cannot guarantee all its enterprises perform as well as expected in Africa. Some Western media have turned a blind eye to the serious environmental destruction caused by Western giants' oil production in Africa. While for China, these media put the propaganda machine into high gear to exaggerate individual problems in Sino-African cooperation and groundlessly accuse the Chinese government for the responsibility of some Chinese enterprises' problems in Africa and even problems facing Africa in international cooperation.They seek to smear China's image and contain Sino-African cooperation. The accusation of neocolonialism is an extension of the West's intention to contain China.

Summary/Abstract The Chinese term of "Tao Guang Yang Hui" (meaning "not to show off one's capability but to keep a low profile") has become a vital component of China's diplomatic strategy and likewise one of the keywords for understanding and grasping China's foreign policy. A correct understanding and an accurate translation of the term "Tao Guang Yang Hui" is conducive to bringing home to the outside world China's foreign policy, enabling the international community to acquire a better understanding of China's option for a road of peaceful development, and upholding as well as projecting a favorable image of China in the world.

Summary/Abstract Since the establishment of diplomatic ties 35 years ago, China and the EU have seen their relations evolving from constructive partnership to comprehensive partnership and then to comprehensive strategic partnership. The continuous evolvement fully shows that China-EU relations are strategic, comprehensive and stable, which is jointly recognized by both sides. However, there still remain a number of disputes and differences between the two sides. This is inconsistent with the spirit of comprehensive strategic partnership. Both China and the EU should take a strategic, global and long-term perspective to manage their bilateral relations, and keep pace with the times to further the development of future relations on the right course.

Summary/Abstract In response to the complex and profound changes in the world geo-political landscape following the disintegration of the bi-polar world structure, the Obama Administration, since day one, has put more emphasis on Asia and adopted a new geo-strategy toward this part of the world. Its main strategic intention is to tilt the geo-strategic focus from the Middle-east and Central Asia to East Asia. The US has increased engagement with and input to Northeast Asia, Southeast Asia and South Asia, the strategic intention of which is to turn these three parts into tightly-connected key links in its new Asia geo-strategy so as to extend the "three-island chain" it developed in Northeast and Southeast Asia in the Cold War period to South Asia. By so doing, the US seeks to reinforce and expand its presence in Asia in regional geo-political landscape, occupy the dominant position, prevent and contain any challenge to its advantageous position.

Summary/Abstract China-US relationship is as important as any bilateral relationship in the world. Yet it is also very exceptional. It contains not only contradictions, but also base and needs for cooperation. To build a "positive, cooperative and comprehensive" relationship, China and the US need to resolve four categories of structural contradictions: first, structural contradiction in politics stemmed from differences in social systems, values and religions; second, structural contradiction in economy derived from different development modes and disparity in development level; third, contradiction underlain by differences in security concepts and the character of the security forces; fourth, contradiction arising from the fact that, China and the US, distinct as two particular countries with both at particular historical stages, are of different status and playing different roles in this particular international complex. The establishment of a strategic mutual-trust should be placed atop the agenda of the China-US Strategic and Economic Dialogue. Cooperation between China and the US will benefit both countries and the world at large.
