Summary/Abstract Since 2005. China has witnessed the emergence of a new form of administrative organization. In contrast with the earlier model of "City Jurisdiction Over Counties." which placed counties under the jurisdiction of cities. a new pilot program known as "Provincial Administration of Counties" has been launched. This program places counties and county-level cities under the direct administration of provinces. instead of prefecture-level cities. The central state has played a modest role in implementing this pilot program. whereas provincial and country-level governments have taken a more proactive approach. The central movement hopes that such a reform can address development imbalances that exist between counties and cities. Meanwhile. provincial governments see the reformats as a way to promote economic develop mint initiatives in counties and county-level cities. However. the implementation of reforms at the local level is not proceeding smoothly. This is mainly due to an asymmetry of power in city-county relations. itself' a legacy of earlier economic reforms that created the City Jurisdiction Over Counties system. This asymmetry has prevented ttrbanruraz tensions from being resolved. lnstead. such tensions have been shifted t'lownward to the city district level or upward to the regional level.

Summary/Abstract While Pakistani politics regularly employs the rhetoric of provincial autonomy, there are powerful structural and empirical tendencies that have contributed to the centralisation of power. This paper examines the relationship between this concentration of power and the quality of the provincial administration. It argues that unless the provincial administration is rehabilitated and a real measure of fiscal autonomy is granted to the provincial units, Pakistan will continue to suffer a state apparatus and political process that is centralised, arbitrary and ineffective. The effectiveness of the Pakistani state apparatus has become a matter of international concern due to the US-led war on terror and the spill-over of the Taliban/Al-Qaeda insurgency into Pakistan. It is contended that fixing the problems inherent in Pakistan's administration require not only material inputs, but a change in attitude and orientation towards the provincial administration.

Summary/Abstract The present article is a study of provincial administration in the nineteenth-century Ottoman Albania and Kurdistan. It examines the transformation of provincial administration in Dibra and Hazro after two towns’ hereditary rulers were exiled. Focusing on the employment patterns of the notables in exile as well as the ones who occupied the posts in the absence of the former, this study challenges the binary framework mostly employed in conceptualizing the making of the modern Ottoman state. Particularly, the employment of the notables exiled to the distant parts of the empire necessitates a revision in the presumptions about the origins of appointed Ottoman officials. By focusing on the partnership operating by means of employment, this study argues that the making of Ottoman state follows a trajectory of flexible centralization based on the partnership between the government and notables, terms of which were constantly negotiated.
