Summary/Abstract THE ARCTIC REGION attracts the attention of a far larger number of states than those that are adjacent to it. The massive melting of Arctic ice provides broad opportunities for opening new maritime routes and for prospecting for natural resources, and the development of energy and trade; it is also fraught with a serious conflict in the Arctic. The international community has already appreciated the economic attractiveness of the Arctic, and states began to argue about the redrawing of Arctic boundaries. Arctic and non-Arctic states are becoming increasingly involved in the efforts to review them.

Summary/Abstract JUNE 25, 2014 brought the news that the International Committee of the Red Cross (ICRC) had recognized militants in the southeast of Ukraine as a "party to the conflict." Alexander Borodai, prime minister of the Donetsk People's Republic, announced this at a press conference, and showed a relevant memorandum. This recognition by the ICRC is a significant signal for the international community, as it establishes the international legal status of the armed confrontation in Ukraine. From the point of view of the ICRC, the standoff is a non-international armed conflict.

Summary/Abstract THE FIRST RAYS OF THE MORNING SUN as it rises over Old Havana light up the gilded cupolas of the first Russian Orthodox church in Cuba and the Caribbean Basin, which was built in honor of the Icon of the Kazan Mother of God. The church was ceremonially consecrated in the very heart of Havana almost three years ago with a large gathering of people in attendance. Cuban leader, Army General Raul Castro, Parliament Chairman Ricardo Alarcon, and other high-ranking state officials took part in the ceremony. Metropolitan of Smolensk and Kaliningrad, Chairman of the Department of External Church Relations of the Russian Orthodox Church of the Moscow Patriarchy, and now Patriarch Kirill of Moscow and All Russia performed the consecration ritual. It was he who placed the cornerstone of the future cathedral on November 14, 2004. The consecration was followed by a ceremonial liturgy.

Summary/Abstract MARCH 18, 2014 saw the signing of an international agreement between the Russian Federation and the Republic of Crimea on admission of the Republic of Crimea to the RF and on creation of new subjects within the Russian Federation. Under the agreement, applicable from the date of signature and in force since its ratification on March 21, 2014, Crimea is considered admitted to the Russian Federation, within which new subjects, the Republic of Crimea and the federal city of Sevastopol, are created. Persons residing as of that date on the territory of the new subjects of the Federation are recognized as Russian citizens but are entitled within a month to declare their wish to retain the citizenship they have. The legislative acts of the Russian Federation are already in operation in Crimea. Crimea's land border with Ukraine is declared a border of the Russian Federation; and the maritime areas in the Black and Azov seas are subject to delimitation based on the principles of international law.
