Summary/Abstract The launch of the Western Union in 1948 and the creation of the NATO Information Service in 1950 were important steps in the coordination of the Western response to Soviet and Soviet-inspired propaganda campaigns. By examining how the British Information Research Department worked closely with the International Organizations Division of the CIA in shaping the foundation and early activities of these intergovernmental agencies, this article offers new insight into the role of national information agencies within international organizations and contributes to explaining why, in the early Cold War, the West struggled to produce a coherent and fully coordinated propaganda response to communism.

Summary/Abstract By collecting and destroying the weapons that had been handed over by rebel Albanian fighters, Operation Essential Harvest ended violence in North Macedonia and paved the way for constitutional change. Through interviews with political and military leaders, and analysis of official sources published by NATO at the time, Linda Risso demonstrates how early diplomatic intervention, the personal commitment of key leaders and a perfectly executed military operation achieved the expected goals within the given timeframe, and contributed significantly to the prevention of another ethnic conflict in the Western Balkans.

Established in the aftermath of the Second World War, its existence is embedded in the multilateral approach to international relations and defence that characterised the post-war years. Today, as NATO adapts to the new security environment, so does SHAPE.
