Summary/Abstract This article specifies a novel theoretical framework to explore how rival ethnic groups learn from threats to ethnic kin in a neighboring country and from threats made by nominal rivals at home. We argue that a combination of external and internal threats causes violence domestically. Violence causes casualties, increases interethnic animosity, and generates refugee flows. These outcomes, in turn, contribute to renewed violence, reinforce or undermine disparities in power, and shape patterns of ethnic domination. Among the range of outcomes generated by our framework are those that bear a strong resemblance to the trajectory of ethnic domination in the Rwanda-Burundi dyad.
