This article from a team of authors offers an analysis of the Program for Cooperation between Regions of the Russian Far East and Eastern Siberia of the Russian Federation and the Northeast of China, 2009-2018. approved by the two countries' presidents - Dmitry Medvedev of Russia and Hu Jintao of China - on September 23, 2009. In their assessments of the different sections of the Program that provides for bilateral cooperation on over 200 economic projects, the authors call for making it more efficient in social and economic terms for the benefit of the residents of Russia's Eastern regions.
