| Summary/Abstract |
What impact do international state-building missions have on the domestic politics of states they seek to build, and how can we measure this impact with confidence? This article seeks to address these questions and challenge some existing approaches that often appear to assume that state-builders leave lasting legacies rather than demonstrating such influence with the use of carefully chosen empirical evidence. Too often, domestic conditions that follow in the wake of international state-building are assumed to follow as a result of international intervention, usually due to insufficient attention to the causal processes that link international actions to domestic outcomes. The article calls for greater appreciation of the methodological challenges to establishing causal inferences regarding the legacies of state-building and identifies three qualitative methodological strategies-process tracing, counterfactual analysis, and the use of control cases-that can be used to improve confidence in causal claims about state-building legacies. The article concludes with a case study of international state-building in East Timor, highlighting several flaws of existing evaluations of the United Nations' role in East Timor and identifying the critical role that domestic actors play even in the context of authoritative international intervention.

Nelson Mandela's death set off a rush by many in the world to search for lessons in his life, and none have been more eager to do so than Israelis and Palestinians trapped in their conflict. The Importance of Balanced and Compassionate Leadership. The most obvious lesson he offers lies in the critical nature of leadership. After 27 years of imprisonment he emerged into a South Africa torn by violence as the black majority struggled for freedom against a ruling white minority. He quelled the anger among his own people and led them on the path of compromise and reconciliation. His courage and vision earned the respect and support of most whites, which allowed for the rise of a new united South Africa of democracy and non-racism.

When seriously discussing the fate of the ongoing, everlasting Palestinian-Israeli negotiation, which attempt to reach a peace agreement after decades of conflicts between two people over one historical territory, which I usually refer to as historic Palestine, but which others on the Israeli side may choose to call historic Eretz Israel, analysts are usually face with the dilemma alluded to in the title of this article.

| Summary/Abstract |
Many scholars argue that retrospective voting is a powerful information shortcut that offsets widespread voter ignorance. Even deeply ignorant voters, it is claimed, can effectively punish incumbents for bad performance and reward them if things go well. But if voters' understanding of which officials are responsible for which outcomes is systematically biased, retrospective voting becomes an independent source of political failure rather than a cure for it. We design and administer a new survey of the general public and political experts to test for such biases. Our analysis reveals frequent, large, robust biases in voter attributions of responsibility for a variety of political actors and outcomes with a tendency for the public to overestimate influence, although important examples of underestimation also exist.
