Summary/Abstract In policy domains characterised by complexity, international organizations (IOs) with overlapping mandates and governance functions regularly interact in ways that have important implications for global governance. Yet the dynamics of IO interactions remain understudied. This article breaks new ground by building on the theoretical insights of organizational ecology to examine IO competition, cooperation, and adaptation in the domain of energy. Drawing on original empirical data, I consider three related hypotheses: (1) competition between IOs in the same population is likely to centre on material resources; (2) IOs are more likely to cooperate when they have a shared governance goal; and (3) individual IOs can adapt by changing their goals and boundaries. In considering these hypotheses, this article highlights the limits of the organizational ecology approach and the need to broaden it to account for the possibility that IOs do cooperate, and that individual IOs, such as the International Energy Agency, have the capacity to adapt to changes in their environment.

Summary/Abstract Scholars have long accepted the contention that competition among terrorist organizations raises the level of violence used by the competitors. This article discusses this claim and advances another-that competition among terrorist organizations creates incentives to use less violence. Using insights from the organizational ecology literature-namely that competition occurs within "species"-I create a variable that assesses intraspecies competition. I test both claims using a data set of domestic terrorism created from the Global Terrorism Database (GTD) for the years 1970 to 1997. I find support for the hypothesis that competition leads to more terrorism, validating the claims of outbidding theorists. Furthermore, ideologies have differential effects on whether outbidding occurs, with nationalist and religious terrorist groups responding to competition with more terrorism and left-wing organizations responding with less.

Summary/Abstract The institutions of global governance have changed dramatically in recent years. New organizational forms—including informal institutions, transgovernmental networks, and private transnational regulatory organizations (PTROs)—have expanded rapidly, while the growth of formal intergovernmental organizations has slowed. Organizational ecology provides an insightful framework for understanding these changing patterns of growth. Organizational ecology is primarily a structural theory, emphasizing the influence of institutional environments, especially their organizational density and resource availability, on organizational behavior and viability. To demonstrate the explanatory value of organizational ecology, we analyze the proliferation of PTROs compared with the relative stasis of intergovernmental organizations (IGOs). Continued growth of IGOs is constrained by crowding in their dense institutional environment, but PTROs benefit from organizational flexibility and low entry costs, which allow them to enter “niches” with limited resource competition. We probe the plausibility of our analysis by examining contemporary climate governance.

Summary/Abstract For the past half a century, Latin American scholars have been pointing toward the emergence of new social actors as agents of social and political democratization. The first wave of actors was characterized by the emergence of novel agents-mainly, new popular movements-of social transformation. At first, the second wave, epitomized by nongovernmental organizations (NGOs), was celebrated as the upsurge of a new civil society, but later on, it was the target of harsh criticism. The literature often portrays this development in Latin American civil society as a displacement trend of actors of the first wave by the second wave-"NGOization"-and even denounces new civil society as rootless, depoliticized, and functional to retrenchment. Thus, supposedly, NGOization encumbers social change. The authors argue that NGOization diagnosis is a flawed depiction of change within civil society. Rather than NGOization related to the depoliticization and neoliberalization of civil society, in Mexico City and São Paulo, there has been modernization of organizational ecologies, changes in the functional status of civil society, and interestingly, specialization aimed at shaping public agenda. The authors argue that such specialization, instead of encumbering social change, brings about different repertoires of strategies and skills purposively developed for influencing policy and politics. Their argument relies on comparative systematic evidence. Through network analysis, they examine the organizational ecology of civil society in Mexico City and São Paulo.
