Summary/Abstract |
The 778km long Line of Control (LC) from Akhnoor to NJ 9842 does not conform to easily recognisable terrain features in most sectors. The emphasis, therefore, is to hold areas physically and dominate them to establish a de facto proprietary right on ground, sometimes with scant regard to its tactical importance.
Strategically, the biggest security challenge is 'maintaining the sanctity of the LC'. Loss of territory is just not acceptable. This imposes a huge constraint in terms of deployment as well as measures to dominate inaccessible areas, especially in winter. Any intrusion on the LC has to be evicted on priority. The other important challenge is that of 'No Hot Pursuit'. This implies that any group of terrorists fleeing back to Pakistan or POK on interception cannot be pursued across the LC.

Summary/Abstract |
There has been a long-standing demand of separatists, their supporters and some regional political parties in J&K to repeal the AFPSA. Some want it removed totally while others have propounded the idea of a partial revocation from certain areas of the State. This may be as good a time as any to review the relevance of Armed Forces Special Powers Act (AFSPA) in J&K today.

Employment of women officers in the Indian Armed Forces is no longer an issue to be trifled with. Their track record in the areas of expertise that they have been employed in so far clearly indicates they have performed admirably and in fact, evinces a great degree of confidence in the organisation. Their employment as SSC officers effectively fills the void of officer shortages at the cutting edge and must be reinforced. The policy of their employment, however, must be enunciated unambiguously so that they are aware of future prospects and what their genuine
and legitimate expectations must be. Terms and conditions to include career management, enhancement, postings, privileges and constraints must be spelt out clearly and explained prior to their signing on the dotted line at the time of joining, lest there be any disappointment at a later stage. This will be also prevent unnecessary litigation.
