The author describes principles underlying formal support for decisions made to use fire forces and weapons in an operation (combat) on the basis of an assessment of the opponents' combat capabilities by applying a common efficiency benchmark. The author develops his own ideas he set out in his article "Methodology for Evaluating the Combat Capabilities of Groups of Forces to Support Decisions on the Armed Forces' Buildup and Employment"
