The peak of tension was in the first half of 2011, when quite a few serious incidents between China and the Philippines and China and Vietnam took place in the area. The situation becomes more complicated due to the sudden activity of Washington which comes out for the freedom of navigation and wishes to participate in the settlement of conflicts.

Summary/Abstract The 11th National People's Congress meeting for its Fourth Session in March 2011 passed a resolution calling for a prosperous society to be built in China by 2020. The country's efforts are to be focused on implementing the 12th five-year plan of China's socioeconomic development in the period 2011 to 2015 that is part of its economic strategy looking ahead to 2050 to make China second but to the U.S. in national strength. The country's economic development plan passed by its leaders for 2006 to 2010 and the amendments made to it as it went ahead helped China steer clear of the worst consequences of the worldwide financial crisis. To achieve its goals, though China will have to make a transition to an innovation-driven economy during the current 12th five-year plan period.

Such interest is generated when the country encounters critical challenges that threaten its existence, and the ruling class recognizes that the country's fate and their own are indivisible. A visible enhancement of the public's well-being is also a necessary condition of the success of reforms.

The author concludes that as a result of laborious negotiations, the two sides have now managed to develop a kind of paradigm for reciprocal behaviour that allows them to settle problems and disagreements arising between them on a non-confrontational basis. In preparing this article, the author used data from works he published earlier, along with analytic materials from the Russian Academy of Sciences' Institute for Far Eastern Studies that he helped compile.

Summary/Abstract The article dwells in detail on the study period of the future great reformer of China Deng Xiaoping and his fellow students in Moscow in 1926-1927 and is based on the now available documents from the Russian State Archives of Socio-Political History (RSASPH). It analyzes the questions involved in the ideological, theoretical and party-political training of Deng Xiaoping at one of the leading Comintern study centers - Sun Yat-sen Communist University of the Toilers of China. The authors come to the conclusion that everything achieved by Deng during his studies had a decisive influence on the formation of his Marxist views. And the fact that "socialism with Chinese characteristics," which emerged in China, resembles in many respects the Soviet New Economic Policy (NEP) was largely due to the education received by Deng in the Soviet Union.

Summary/Abstract This article gives a retrospective analysis of large-scale programs of regional development implemented on the territory of the Russian Far East beginning from the 1930s. A conclusion has been drawn that "dif-fuseness" of targets and/or "atomism" of financial resources leads to failure of programs. An analysis of the strategy of the socio-economic development of the Far East and the Baikal region up to 2025 has revealed the lack of concrete tasks and the need to revise the document.
