| Summary/Abstract |
Although the history of Russian-Iranian relations remains seriously understudied, few would refute the oppressive imperialist role played by Imperial Russia in Iran during the nineteenth century and the first two decades of the twentieth century. However, practically nothing has been written about the conceptual shifts which began to take place in Russia’s Persian policy immediately after the February Revolution of 1917. Little is known about the large-scale projects, through which Russia was to bring ‘its own democracy’ to Iranian Azerbaijan and its other northern provinces, with further proliferation all over Iran. This was meant to facilitate Russia’s political and trade expansion down to the Persian Gulf, which had been the eventual goal for many decades. Drawing on unpublished documents from Russian, British and French archives, this article studies the relevant correspondence between the Russian, British and French missions in Tehran and their central authorities during the decade 1909-1919, including the short-lived governments of Republican Russia. In doing so, it analyses the local agency of the Russian diplomats in Iran, such as Vladimir Minorsky (1877-1966), in the emergence of these projects, and investigates the manifestation of symbolic capital and the productive interaction of power/knowledge relations.

| Summary/Abstract |
During World War One, both Arabs and Zionists sought to become “the tools of British imperialism.” The British exploited both as their own interests dictated, without giving a thought for future consequences. In 1915, the MacMahon-Husayn correspondence – conducted between Britain's High Commissioner in Cairo and a non-representative Arab Bedouin leader from the Arabian Peninsula – ended inconclusively, without agreement. In contrast, the Balfour Declaration - the culmination of 6 months of British-initiated negotiations with the Zionists, was published in order to further Britain's military, strategic and propaganda interests. At the time, the British considered it to have been a ‘brilliant coup’.

| Summary/Abstract |
For many years, Iranian views of Britain have been unfavourable. Yet, perhaps counter-intuitively, very positive impressions of Britain were formed by the first small group of Iranians to visit London, nearly two hundred years ago. They commented on everything; constitutional monarchy, politics, foreign policy, economics, society and social issues. In many cases their views of Britain contrasted with their unfavourable views of their own country, reflecting an eagerness to see Iran emulate Britain and embrace Modernisation/Westernisation. Yet their views were not uncritical and they were as accurate and as well-founded as the views of Iran put forward by British observers of Iran like Curzon.
