Summary/Abstract Since the 1980s a trend has emerged to contain the cost of space missions, which has favored trials in the construction and launch of small satellites. This effort has considerably reduced the cost of the satellites because the construction process uses both traditional components and important technological innovations. There have also been market openings for small satellites, both within the telecommunication sector and for scientific missions and those related to Earth observation. This paper contains the results of a survey of the largest manufacturers of small satellites in Europe and investigates how far (if at all) they have changed the structure of the European space industry. It finds that, through the acquisition of small satellite manufacturers, traditional large companies operating in the field of space in Europe have secured for themselves important technological innovations and market opportunities, while maintaining their oligopolistic position.

Summary/Abstract Data from small satellites are rapidly converging with high-speed, high-volume computational analytics. “Small satellites, big data” (SSBD) changes the ability of decision-makers to persistently see and address an array of international security challenges. An analysis of these technologies shows how they can support decisions to protect or advance national and commercial interests by detecting, attributing, and classifying harmful, hostile, or unlawful maritime activities. How might the military, law enforcement, and intelligence communities respond to maritime threats if these new technologies eliminate anonymity at sea? The emerging evidence presented on maritime activities is intertwined with national security (e.g., territorial and resource claims, sanctions violations, and terrorist attacks), legal and illicit businesses (e.g., illegal fishing, trafficking, and piracy), and other concerns (e.g., shipping and transit, chokepoints, and environmental damage). The ability of SSBD technologies to observe and catch wrongdoing is important for governments as well as the commercial, academic, and nongovernmental sectors that have vested interests in maritime security, sustainable oceans, and the rule of law at sea. But findings indicate that transparency alone is unlikely to deter misconduct or change the behavior of powerful states.

Summary/Abstract Since 2011 the number of satellites less than 50 kg launched annually has increased by an order of magnitude. This trend is driven in part by proliferation of small satellite and lean satellite projects worldwide. In this decade alone, over 30 new countries are expected to achieve their first satellite in space. More than ever before, emerging countries are engaging in space-related activities. However, barriers such as lack of funding and underdeveloped human resources prevent many emerging nations from initiating or sustaining space programs. Kyushu Institute of Technology (Kyutech) has played an active role in space-related capacity building and international cooperation since 2009, then partnering with the United Nations Office for Outer Space Affairs to formulate a long-term fellowship programme hosted at Kyutech. Growing out of the success of the fellowship programme, Kyutech began significantly expanding its space-related capacity building project in 2013. This paper gives an overview of Kyutech's university-based model to enhance space-related capacity building and human resource development in emerging countries worldwide, and discusses advantages and disadvantages of alternative approaches.
