Summary/Abstract The state and direction of Japan’s international engagement can best be understood as a competition between the ‘Japan first’ and ‘global Japan’ schools of thought. In light of the ever worsening security environment surrounding Japan, the gap between the Japan first school advocating a focus on the immediate needs of Japan’s territorial defence and the global Japan school arguing for more global engagement is widening. The competition between the two will continue to shape the direction of Japan’s foreign and security posture – and importantly, the global Japan school is far from winning, contrary to what Abe’s hyperactive diplomacy might suggest.

Summary/Abstract Amid the UK’s decision to leave the EU, High Representative Federica Mogherini presented a European Union Global Strategy (EUGS) to the European Council. Despite obvious scepticism regarding the timing of the release, the EU needed more than ever to reiterate its willingness to stay engaged in the world and remain a global player, without Britain as one of the drivers of European foreign policy. This is something Tokyo wanted to see as well and the EUGS was generally welcomed by experts and officials in Japan (if not beyond such a small but core group of people). In short, Tokyo wants a stronger European foreign policy.

Summary/Abstract Japan's foreign and defence policy is changing in response to new developments in the regional security environment and in the wider international arena. As Tokyo looks to strengthen its relationship with Western partners and especially NATO, the EU and their member states, the UK appears a natural choice both in itself and as a link to Europe. Michito Tsuruoka analyses the many strategic considerations driving Japan's efforts to build stronger partnerships in the defence and security field and explores what the UK can do to strengthen its engagement in Asia.
