Summary/Abstract This paper assesses unintentional interference between different public policies promoting energy efficiency and renewable energy. The paper develops a methodology to study the interference by analysing the economic and technical behaviour of a hybrid energy system. The hybrid energy system in this case consists of an existing cogeneration unit extended with a new installation of thermal solar panels. This puts two complementary heating technologies in juxtaposition. The two technologies are supported with distinct regional support instruments in each region. The design and operation of the energy system is optimised from the point of view of the investor according to the different support instruments. The optimal configuration is analysed as well as its effect on reduced CO2-emissions during the lifetime of the project. The methodology is applied to a case-study for two neighbouring regions, the Netherlands and Flanders. The policies in the Netherlands show a beneficial synergy. In Flanders, the hybrid energy system is not interesting, indicating unbalanced high support for cogeneration in this case. From the point of view of the authorities, a more balanced regional policy as in the Netherlands provides a larger CO2-emission reduction for a smaller cost.

Summary/Abstract The projection bias corresponds to the human tendency to project current preferences into the future as if present preferences will remain unchanged, omitting a range of external influences over the current preferences. We design a survey experiment to investigate the projection bias relevance on two environmentally friendly initiatives, namely solar panels and eco-friendly transport. We found that beliefs and behavioral intentions are subject to positive change when individuals are solicited a day when the weather is congruent with the proposed changes. We draw several policy and managerial implications for environmental issues.

Summary/Abstract The US switched its China and Taiwan anti-dumping duties to uniform tariffs on all imports of solar panels in January 2018. This research uses an Equilibrium Displacement Model (EDM) to determine the relative effects of these two tariffs on domestic consumer and producer welfare, employment, government revenue, and environmental costs. The results indicate that uniform tariffs are more effective than the specific-country tariffs because of higher welfare for domestic manufacturers and higher government revenue. However, the uniform tariffs hurt American consumers, employees, and the environment more than the other because of higher domestic price and larger domestic demand reduction. Therefore, if a policy aims to create more jobs and have less effect on consumers and the environment, a specific-country tariff might be preferable. However, uniform tariffs are better if the administration intends to support domestic manufacturers and increase government revenue.
