Behind the problems of credibility of public official information in China lie two patterns of internal information distortion, one restricting the downward flow of sensitive general information and the other filtering the upward flow of local information. Information gathered at the center is increasingly restricted as it is transmitted down the bureaucracy. Meanwhile, the 'facts on the ground' are sifted by local official interests at each level of upward transmittal. Awareness of these distortions has been increased by the Internet revolution, but the structures that encourage them remain in place. An empirical survey of different levels of local cadres in Guangdong Province indicates the different perspectives produced by different positions in the internal information system. Municipal level officials, who have more general information but less diverse local information, tend to be more positive about the quality and objectivity of statistics, while their staff members, further from central sources but closer to messy local realities, are more skeptical.

Recent studies show that the numbers of aspiring migrants continue to be on the increase worldwide not only in the typical emigration countries in the South but also in the usual destination countries in the North. Yet, while migration theorists have recently included the micro perspective of individual agency and sociocultural logics in their search for the engine behind the migration flows, far less research has been done on the sociocultural embeddedness of the imaginations of aspiring migrants, most of whom will never migrate. In Senegal, an increasing large number of men and women are very focused on transnational migration. This article tries to unravel the knot as to what lies at the core of this seeming national preoccupation with migration out of Senegal. Its conclusion suggests that the pervasive desire of so many is rooted in the way in which the economic claims of family members and friends are culturally informed.

| Summary/Abstract |
Despite sporadic attention paid to the case for "shock therapy," the conceptualization of the implementation stage of policy making does not always get the attention it deserves. As a result there is inadequate understanding of the precise role this conceptualization plays in the transformation of a policy initiative into practice. This article draws on some of the insights of Amartya Sen, in another context, to identify different approaches to the conceptualization of the implementation of policy initiatives. It goes on to explore the consequences of using what we have termed the Greenfield approach in a reality marked by diversity in social, economic and political relations. It does so using the experience of the working of the Mahatma Gandhi National Rural Employment Guarantee Scheme in the south Indian state of Karnataka.
