Turangi, Satyanarayana Journal Article
0 Rating(s) & 0 Review(s)
Summary/Abstract With its several innovative features, the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) is considered to be a game changer for rural India. Assessing the first 15 years of its implementation, this article mainly presents collated key data on its performance in various Indian states and then seeks to explain why some indicators may look less successful in different states. Many factors contribute to variations in MGNREGS performance, but what effects were observed in economically backward states to protect impoverished rural Indians from sinking into distress scenarios? Based on the official figures, the article explores answers for the period of 2006–21.

National strategies and local realities: the greenfield approach and the MGNREGS in Karnataka / Pani, Narendar; Iyer, Chidambaran G   Journal Article
Pani, Narendar Journal Article
0 Rating(s) & 0 Review(s)
Publication 2012.
Summary/Abstract Despite sporadic attention paid to the case for "shock therapy," the conceptualization of the implementation stage of policy making does not always get the attention it deserves. As a result there is inadequate understanding of the precise role this conceptualization plays in the transformation of a policy initiative into practice. This article draws on some of the insights of Amartya Sen, in another context, to identify different approaches to the conceptualization of the implementation of policy initiatives. It goes on to explore the consequences of using what we have termed the Greenfield approach in a reality marked by diversity in social, economic and political relations. It does so using the experience of the working of the Mahatma Gandhi National Rural Employment Guarantee Scheme in the south Indian state of Karnataka.
