Summary/Abstract Designing measures for the reduction of energy consumption in urban areas is a complex venture indeed. In terms of urban sustainability, such measures affect energy efficiency as well as environmental, economic and social aspects. Numerous publications dealt with such methodological approaches in the past, whilst the subject of sustainable urban areas and cities is constantly gaining interest. Furthermore, energy performance depends on building density, occupancy and consumer profile, climatic conditions, not least construction quality, factors linked, directly or not, to socioeconomic aspects. Greek cities are known for their density, their polymorphic structure and their complexity. Thus, planning energy conservation measures is a difficult task, demanding a precise methodological approach, which will embody most of these aspects to a great extent. This paper proposes a methodology on how to manage Greek cities in terms of their energy efficiency, emphasizing on the residential stock.

Summary/Abstract A transition to a more efficient heat energy system requires the consideration of drivers covering behavioural change, upgrades of the building stock and substitution or improvements in technologies in use. Sweden has set the target to reduce total energy demand per heated area in buildings by 50% by 2050 compared to 1995. This study aims to estimate the potential for reducing heat energy demand in the Swedish residential building stock taking into account behavioural, structural and technological categories of drivers. A combination of bottom-up energy modelling with scenario methodology informed by socio-technical analysis of barriers was used. Our results show that the target can be achieved by combining at least two of the categories of drivers. However, it is noteworthy that the technological category, which has by far the lowest level of barriers, almost reaches the target largely owing to the high impact for single-family houses, showing the crucial role of changes in the technology mix. However, as the same drivers have different demand reduction potential in the two main building types in Sweden, single and multi-family houses, this calls for policymakers to lead on initiatives that foster a combination of technological, behavioural and structural improvements for the latter.

Summary/Abstract Despite great efforts to increase energetic retrofitting rates in the residential building stock, greenhouse gas emissions are still too high to counteract climate change. One barrier is that policy measures are mostly national and do not address local differences. Even though there is plenty of research on instruments to overcome general barriers of energetic retrofitting, literature does not consider differences in local peculiarities. Thus, this paper aims to provide guidance for policy-makers by deriving evidence from over 19 million Energy Performance Certificates and socio-economic data from England, Scotland, and Wales. We find that building archetypes with their respective energetic retrofitting needs differ locally and that socio-economic factors show a strong correlation to the buildings’ energy efficiency, with the correlation varying depending on different degrees of this condition. For example, factors associated to employment mainly affect buildings with lower energy efficiency whereas the impact on more efficient buildings is limited. The findings of this paper allow for tailoring local policy instruments to fit the local peculiarities. We obtain a list of the most important socio-economic factors influencing the regional energy efficiency. Further, for two exemplary factors, we illustrate how local policy instruments should consider local retrofitting needs and socio-economic factors.

Summary/Abstract Retrofit actions applied to the existent building stock aim at increasing the energy performance, considering the optimal trade-off between energy savings and costs, according to the Directive 2010/31/EU. To select effective refurbishment measures and to quantify the energy saving potentials of the existent building stock, the analysis should be performed on "reference buildings". This article presents a methodology for the identification of reference buildings, according to the IEE-TABULA project (2009-12) aimed at creating a harmonised structure for "European Building Typologies". Among the possible applications of the building typology, this work focuses on the potentialities of energy savings and CO2 emission reductions for the European residential building stock. In particular, the Italian approach to model the energy balance of a subset of the national building stock is described; the results show the enormous potentialities of energy savings even with basic energy retrofit actions. Cost analyses were not in the scope of the project, but the results of this study are the basis for further investigations aimed at assessing the cost effectiveness of sets of measures. In this regard, the TABULA building-types are being applied by the Italian government for calculating cost-optimal levels of energy performance, complying with the Directive 2010/31/EU objectives.
