Summary/Abstract IN RECENT YEARS, the relations between Russia and the United States have been developing under the sign of the "reset" that was initiated in early 2009 by Russian President D. Medvedev and U.S. President B. Obama The "reset" replaced an acute phase of confrontation. That was how the relations between our countries were described under the President George W. Bush's Republican administration in the U.S. Despite the highfalutin statements about partnership that were contained in joint Russian-U.S. declarations approved at the top level in 2002 and 2008. these relations, in the opinion of many experts, have dropped to the lowest point since the end of the Cold War. The culmination of that was the so-called Caucasus crisis in August 2008 when Washington openly took the side of the Georgian leadership that had provoked an armed conflict with Russia.

Summary/Abstract WHEN THE RUSSIA-EU SUMMIT in Moscow on May 10, 2005 endorsed the road maps for the Four Common Spaces (the Common Economic Space; Common Space of Freedom, Security and Justice; the Common Space of External Security; and the Common Space of Research, Education and Culture), this gave rise to many hopes and expectations - politicians, experts, and journalists spoke about a breakthrough in relations between Russia and a united Europe and tended to assert that the sides had finally overcome their fundamental differences, surmounted bureaucratic obstacles and now stood ready to ascend to a qualitatively new level of cooperation on a wide range of issues. Optimistic scenarios were built as to how the abolition of the visa regime would unfold, how the harmonization of legislation of the parties would proceed and what institutional forms the declared "strategic partnership between the European Union and Russia" could take.

Summary/Abstract AS IS KNOWN, the famous Manhattan Project to develop nuclear weapons was launched in the United States in September 1943. When the developers of the Manhattan Project in the United States and I. Kurchatov's group in the Soviet Union were building first atomic bomb models they hardly believed that their creation would have such a long life. The new weapon was developed before the Cold War, when a bipolar world order was just beginning to take shape. It is not easy for a person living in the 21st century to imagine the specifics of that historical era, when one global conflict, which took a toll of tens of millions of human lives, was about to be followed by a looming new large-scale confrontation, threatening even a higher death toll and losses.
