Summary/Abstract |
At the outset, it is important to put on record the epistemological root of the reading of Chanakya's Arthashastra applicable to this commentary. The main text is from the translated volume by L.N. Rangarajan, titled Kautilya: The Arthashastra published by Penguin in 1992. Rangarajan has himself stated that he was guided by two versions of the original treatise of R. Samasastry and R.P. Kangle.1

Summary/Abstract |
The late Sri Brijesh Mishra's perceptive mind and pragmatism in the formulation of foreign and security policies earned him the title of 'Chanakya of the modern period'. During his long career as a diplomat, he held many important positions and retired from the Indian Foreign Services (IFS) as India's permanent representative in the United Nations (UN). He was specially chosen by Mrs Indira Gandhi in 1968 to go to China as Charge d'Affaires-an important assignment after the Sino-Indian conflict of 1962-with the specific directions that India's relations with China, which were 'in a box', needed to be changed. Sri Mishra had earlier been deputy secretary (China) during the Sino-Indian conflict. Mrs Gandhi's choice of Sri Mishra for this onerous task is itself a reflection of his capabilities. He discussed with his counterparts in China ways and means to improve relations between the two countries. While the relations did not improve during his tenure, he did succeed in changing the thinking at the top level in China. On 1 May 1970, Mao told him that the two important Asian countries should not quarrel and that they would be friends again.

Summary/Abstract |
Strange enough, Kautilya's Arthashastra, a classic work of political theory and statecraft, has remained on the sidelines of the political science and strategic discourse not only in the West, but even in India itself. How does modern India relate to Kautilya? We investigate first Nehru's 'special relationship' to Kautilya and then turn to the mainly 'latent presence' of Kautilyan thought among the political, academic and strategic elites of today's India-using Bourdieu's concept of 'habitus'. We also look into the peculiar constellation of social science schools which has tended to inhibit an active, but critical, engagement with Kautilyan thought. Lastly, we show indications pointing an active 're-use' of endogenous politico-cultural resources-including Kautilya-in India. This trend should be seen in the context of India's rise in the multipolar world which also entails the need to articulate a soft power stance based on endogenous politico-cultural resources.
