Summary/Abstract |
When over 80,000 Tibetans fled Chinese occupation and followed His Holiness (HH) the Dalai Lama to India in 1959, none of them had any premonition of the duration of their stay in India. They endured the hardships in exile with a strong aspiration to return to Tibet soon.

Summary/Abstract |
With no concrete agreement reached at the conclusion of the eighth round of the Sino-Tibetan dialogue, the Tibetan movement is now at a crossroads. This essay provides an overview of the Sino-Tibetan negotiations and His Holiness the Dalai Lama's tireless efforts to search for a peaceful solution in the past half century. It is against such a historical backrop that the author argues that the Dalai Lama is the key to solving the Tibetan issue.

Summary/Abstract |
The China-European Union (EU) relationship has grown rapidly over the past three decades with international trade being its mainstay. China and the EU also share a number of common strategic interests and positions. To maximize the potential of this relationship, both sides decided to build a comprehensive strategic partnership. However, serious differences remain between the two sides on questions of norms and values, delaying progress on a strategic framework. This article argues that while these differences constitute a serious obstacle to the realization of a genuine strategic partnership, the growing importance of trade and investment relations between China and the EU will cushion the impact of these differences, thus allowing each side more leverage over the other in dealing with complex bilateral and international issues.

Summary/Abstract |
China has become a leading source of outward foreign direct investment (FDI), and the Chinese state exercises a unique degree of influence over its firms. We explore the patterns of political influence over FDI using a comprehensive firm-level data set on Chinese outward FDI from 2000 to 2013. Using six country-level measures of affinity for China, we find that state-owned and globally diversified firms appear to conform most closely to official guidance. Official investment directives and state visits link investments to state policies; Taiwan recognition and Dalai Lama meetings anchor our political interpretations; and UN General Assembly voting and temporary UN Security Council membership suggest that this intervention may be systematic. The results are robust to country, year, and sector fixed effects, and most do not hold for private or small firms. The results suggest that China uses FDI by prominent state-owned enterprises as an instrument to promote its foreign policy.
