This article analyses Middle Eastern authoritarianism and the contemporary political transformations which have swept the region. It suggests that, given the uneven spread of reform and the selectiveness of international intervention, the prioritisation of Middle Eastern stability over democratic transformation, combined with local authoritarian regimes' ability to use excessive force against their own populations and insurgents, are responsible for the persistence of the Middle East's post-cold war authoritarianism. The recent uprisings and reform movements can be explained from the perspective of historical grievance, based on social inequality and ethnic, sectarian, tribal or sectional disparities, as well as by advancements in communications technology and economic globalisation that have undermined long-standing national authoritarianism in favour of Middle Eastern civil rights and civil society movements. A global democratic consciousness has played a decisive role in providing ideological cohesiveness and (uneven) global political support to safeguard the collective action of the new civil rights movements. Recognising that democracy itself may have characteristic regional forms with greater and lesser tinges of recurrent authoritarianism, Middle Eastern democratic transformation hinges on the ability of these burgeoning movements to achieve a civic state and overcome authoritarian counter-resistance and international suspicion and fear.

Timor-Leste began the democratic transformation process in the beginning of this century with a heavy past legacy of external domination. Since then, it has been experiencing many difficulties in its path towards democracy especially in what concerns one critical issue: the respect for the rule of law. Focusing on two important pillars of the rule of law-justice and security-this paper seeks to understand why has been so difficult to establish the rule of law in Timor-Leste.
The article initially provides a generic picture of the rule of law as an important dimension of the United Nations peacekeeping operations. It also aims to outline the United Nations Integrated Mission in Timor-Leste (UNMIT) capacity in strengthening the processes of peacebuilding and reforms in Timor-Leste, as well as on ensuring the credibility and integrity of institutions, such as the courts and the national police, which are serious challengers to the country's future. It concludes by providing some thoughts that can help to determine whether Timor-Leste is ready to look after its own security after 2013.

Turkey is a negotiating candidate for the EU membership. Though the accession negotiations between Turkey and the EU continue in the official sense, in reality, the relations are in a deadlock. It is often argued that Turkey-EU relations have entered a new era since January 2013, and new optimistic comments have emerged. This paper argues that there exists a pull-push balance in the accession process for the EU that normally attracts candidates and makes them more vulnerable to the EU conditions. The success of the political transformation of eastern European states relied to a large extent on the balanced pull-push accession processes. It is argued here that this balance for Turkey has been deteriorated and this fact has made the EU ineffective in transforming Turkish politics and polity. Therefore, this paper argues for the re-establishment of the balance to improve and normalize Turkey-EU relations.

Ongoing turmoil in North Africa and the Middle East has disappointed many in the West who had expected the 2011 revolutions to usher in a new era of social justice and democratic transformation across the region. There is now no lack of dour meteorological puns on "Arab Spring" to indicate the unfortunate change of season since the uprisings. But the people who rushed to use this term in the first place set themselves up for disappointment. It was rash and ahistorical to presume automatically that after December 2010, the Arab world would go through democratic transitions akin to those which East European countries went through after the fall of the Berlin Wall. Despite certain vague and beguiling similarities, transition processes in the Arab countries have really had little in common with those in post-Communist Europe.
