Summary/Abstract |
I am not sure if surprise, delight, or gratitude best describes my feelings about receiving this great honor. I experienced all of those emotions in full measure. I must begin by sincerely thanking the American Political Science Association (APSA) Public Administration Section for conferring the 2021 John Gaus Award on me and by saying how much it means to me. Looking at the list of previous John Gaus Award winners, I am indeed awed to be included in their number. There are so many names whose work I have deeply admired and others whom I have known quite well. Just three examples are George Frederickson, Vincent Ostrom, and Aaron Wildavsky, all of whom were extraordinarily kind and generous to me and greatly influenced my work. I only wish they were still here so I could thank them for all they did for me. The same is true for other now-departed mentors, including Mary Douglas, Andrew Dunsire, and Bill Mackenzie, to mention only a few.

Gnaeus Julius Agricola (40-93 AD) is a man for our times. Facing the capriciousness of imperial power, he, a successful provincial Roman governor, chose to withdraw from public administration. Yet, by protecting his family, Agricola did not shirk politics. On the contrary, he retreated to the founding cell of any polity, the family, which buttresses and at the same time limits the state. By doing so, Agricola reached greatness despite living under bad emperors.

Summary/Abstract |
The problems with American politics today stem from the basic design of U.S. political institutions, exacerbated by increasingly hostile polarization. Unfortunately, absent some sort of major external shock, the decay is likely to continue for the foreseeable future.
The creation of the U.S. Forest Service at the turn of the twentieth century was the premier example of American state building during the Progressive Era. Prior to the passage of the Pendleton Act in 1883, public offices in the United States had been allocated by political parties on the basis of patronage. The Forest Service, in contrast, was the prototype of a new model of merit-based bureaucracy. It was staffed with university-educated agronomists and foresters chosen on the basis of competence and technical expertise, and its defining struggle was the successful effort by its initial leader, Gifford Pinchot, to secure bureaucratic autonomy and escape routine interference by Congress. At the time, the idea that forestry professionals, rather than politicians, should manage public lands and handle the department's staffing was revolutionary, but it was vindicated by the service's impressive performance. Several major academic studies have treated its early decades as a classic case of successful public administration.

Two books at the end of the Blair era-by Michael Barber and Julian Le Grand-offer to redeem the 'third way'. Both authors explore the political case for public sector reform and the means by which it can be accomplished. They explore a similar range of reform models: command and control; quasi-markets; and devolution and transparency. But the circle between efficiency, client service and continuous improvement must be squared. Neither author considers the 'learning by doing' alternative. No less fundamentally, neither author addresses the political and technical challenges in developing strategy. How are issues to be aired in advance so as to expose evidence and perspectives? How are interests to be engaged and supporting coalitions formed? How are these processes to occur without executive commitment? How are unconventional ideas to be aired without being over-ruled by populist or media sensationalism? These are the practical dilemmas that confounded Blair's efforts. These books invite a strategic conversation that is badly needed. But where in the political system can it be pursued?
