The paper outlines principle of organizing and implementing executive system planning within targeted-program development control of the joint Air Defence System of member state in the commonwealth of independent states (CIS JADS). The proposed Principles take into account the specifics of coalition military buildup, targeted-program planning feasibility of the executive development plan of the CIS JADS.
