Summary/Abstract The paper focuses on the maritime aspects of climate change. It highlights the regulatory role that the oceans play in the global climate, through its absorptive and buffering capacities. Based on recent reports, the paper presents various observations on ocean warming, sea level rise, ocean acidification and de-oxygenation, and charts out their impacts on the oceans. Based on forecasts for the future, it observes that these changes will continue to degrade marine ecosystems further, unless considerable action is taken now. The paper notes that climate change poses substantial risks to human and natural systems, which have significant implications for India. As this poses challenges to the growth and development of the country, India needs to take action for adaptation as well as for mitigation. The paper also examines India's stand in climate negotiations and suggests that India needs to adopt a flexible approach while championing the cause of an equitable and fair climate deal. The paper concludes that there is a strong case for bringing oceans into the public debate and strengthening India's resilience capacity is the key to face the growing threat of climate change.

Summary/Abstract Growing concerns about the slow revival of the world economy, volatility in oil prices, overcapacity in shipping and fierce competition is denting profits in the shipping industry. On the other hand, emergence of greenhouse gas emissions and pollution control regimes at sea is forcing ship owners to make expensive technical modifications onboard ships, which are further driving up the costs of operations. In such a rapidly changing scenario, there is a need for a long-term vision for transitioning to an era of sustainability in the international shipping industry. The paper commences with a discussion on the concept of sustainability as applicable to the shipping industry and highlights the recent developments in the maritime domain, which pose significant environmental and economic challenges for the shipping industry. It identifies the emerging trends in the shipping industry and argues that these challenges also present a window of opportunity for the industry, for undertaking a paradigm shift towards sustainable shipping. It further explores the transition pathways and presents various options that can be implemented in the shipping industry, which will aid its transition towards sustainability. Using a case study, the paper highlights the key characteristics of sustainable shipping and briefly discusses the Indian maritime scene before concluding that the adaptability of the world shipping industry to adopt the practices of sustainability is fundamental to its survivability in forthcoming decades.

Summary/Abstract Energy' is a key enabler of military combat power and it should be considered a strategic resource for the Indian Navy (IN). This article justifies the necessity of ensuring energy security for the IN in the backdrop of emerging energy challenges. It also discusses certain recent developments that point to the growing relevance of an energy policy for the IN. The article then discusses the contours and the scope of an integrated energy policy and proposes a roadmap for implementing an energy strategy for the IN. The article concludes that a well-executed energy strategy will ensure a sustainable and energy-secure future for the IN in the coming decades.

Summary/Abstract India and the US are strengthening their strategic and military partnership under the 10-year defense framework agreement. This paper proposes that there exists a strong case to extend this cooperation into the realm of energy and environment, and explores the synergies and prospects between the navies of the two countries. The paper argues that navies have a prime role in contributing to energy security and environmental protection, and this function will gain increasing relevance in the forthcoming decades. A comparative assessment of energy use, and the energy and environment roadmaps, of the US navy and the Indian navy are presented to highlight the similar challenges and actions being undertaken to address the common concerns. The paper also proposes specific elements and the scope of naval cooperation in the relevant domains before concluding that such a programme will be mutually beneficial for the two navies.

Summary/Abstract Marine ecosystems are a rich source of biodiversity, and healthy oceans are integral to the well-being of the ecosystem. Marine biological diversity, which is unique, is, however, unprotected and is threatened by various stressors on the oceans. The paper outlines the existing ocean governance framework and analyses the gaps and limitations in addressing the conservation and sustainable use of marine biological diversity beyond areas of national jurisdiction (BBNJ). It discusses the ongoing mechanisms to address issues related to BBNJ, presents the deliberations and arguments and explores the nature of future agreement for protection of marine biological diversity in areas beyond national jurisdiction. The way ahead for strengthening of institutional arrangements to address existing ocean governance gaps is also discussed. The paper concludes that there is a need for further international cooperation and global support for ensuring conservation of BBNJ.

Summary/Abstract This study is motivated by the goal of achieving 'Universal Energy Access' by 2030 and looks at electricity access for rural households in the South Asian region. The 'MESSAGE-Access' model is employed to assess the cost effectiveness of centralized and Decentralized Distributed Generation (DDG) technologies. Delivery mechanisms are modelled to include mini-grid and stand-alone systems and the analysis includes an estimation of rural household electricity demand from lighting and appliances. We assume two future demand scenarios with a 'minimum threshold' and a 'higher threshold' of electricity consumption of 65 and 420 kW h per household per year, respectively. We find that the cost of delivering electricity by centralized generation and grid distribution is up to four times the cost of stand-alone and mini-grid DDG options in the case of 'minimum threshold' demand scenario. These results are robust to alternate assumptions regarding costs of technologies. We also estimate that public subsidy bill for kerosene can be substantially reduced if all households switch to electricity as their primary source of lighting. Thus, promoting DDG options can reduce capital investments needed to meet access goals significantly and have an important role to play, in meeting the goal of universal electrification by 2030.
