Summary/Abstract IN AN INCREASINGLY GLOBALIZING WORLD, where we witness an interweaving of economic, financial, and trading ties, the issue of civilized behavior by transnational corporations is beginning to take on added urgency. The corporations are growing by absorbing ever more of the world's business and economic entities and active population. Their business activities span large groups of people, often becoming city-forming activities and, therefore, their scope of responsibility should include providing quality social and health services and maintaining a proper natural environment. In other words, the corporations are called upon to be a leader in labor relations and in the observance of labor laws and, accordingly, human rights. Of the 100 largest economies in the world, 51 are corporations; only 49 are countries.1

Summary/Abstract TODAY, THIS QUESTION is on the minds of politicians all over the world. Last September, it stirred up heated debates at the 67th Session of the UN General Assembly and was discussed at an informal Ministerial Round Table Discussion on the Responsibility to Protect: Deepening Our Commitment to Mass Atrocity Prevention initiated by a group of countries on the margins of the main event. The issue was pushed to the forefront by the recent and consequential changes in the world philosophy of crisis response brought about by the events on the international scene, the latest being the dramatic conflicts in Libya and Syria which shed a new light on the previous experience of conflict settlement. Opinions vary yet there is a more or less concerted conviction that it is the governments' priority to resort to preventive measures and to protect the civilians and that this should not be delegated to the international community. A group of predominantly Western countries accepts the above with a reservation that if preventive measures fail the international community should have the right to use force.

Summary/Abstract ON SEPTEMBER 27, 2013, the Security Council of the United Nations unanimously adopted resolution 2118 in support of the decision of the Organization for the Prohibition of Chemical Weapons (OPCW) made on the same day in The Hague to place Syrian chemical weapons under international control and dismantle them. This was the culmination of the Ministerial Week at the 68th session of the UN General Assembly in New York, an event which was expected by all, but not all believed that it would happen. All, however, eventually acknowledged that it came about largely through to the efforts of Russian diplomats who, led by Foreign Minister Sergey Lavrov, negotiated day after day with the U.S. partners, seeking a solution which not only would avert the threat of a military strike against Syria, but would also open the way for politically resolving the most complicated crisis in the SAR.
