| Summary/Abstract |
For six decades, China's central authorities have promoted development in ethnic regions through special fiscal allocations with the idea that economic development is the key to national integration and inter-ethnic harmony. Yet, inter-ethnic tensions and violence persist in China. Focusing on historical changes to fiscal allocations as the principal policy instrument used by Beijing to promote development in ethnic areas, this analysis finds these changes mirror broad shifts in the country's national development strategy. As the study argues, this pattern reflects an approach to development policy in ethnic regions whereby policies serve central objectives consistent with a policy process for determining the fiscal allocations to ethnic regions that has been both centrally concentrated and non-participatory. With evidence that this "non-engaging" approach may be exacerbating ethnic tensions, Beijing has made efforts to introduce more "inclusive" approaches to determining policies for ethnic regions; however, whether these approaches will be institutionalized remains unclear.

| Summary/Abstract |
The objective of this study is to analyse, from a legal point of view, the influence of the transposition of Marine Spatial Planning Directive into both Spanish and Portuguese domestic laws on the development of marine renewable energies in both countries. This article concludes that the Portuguese legal system is more favourable for the development of marine renewable energies than the Spanish legal regime, since the former establishes a more flexible planning system, sets criteria for the prioritisation of marine uses, incorporates trade-off mechanisms, introduces an electronic single-window system and regulates a pilot zone. These measures can help streamline licensing processes, avoid and resolve conflicts with other sea users, and adapt planning instruments to the rapid development of new marine renewable technologies.

In line with the opinions of leading comrades, it is hereby printed and issued to you. Please study it and carry it out. Ever since the third plenary session of the eleventh party congress, Xinjiang has been politically stable and united and economic construction has developed rapidly. The industrial and agricultural gross output value of 1986 has more than doubled that of 1980. Agriculture and animal husbandry have had bumper harvests for ten consecutive years, and the region is more than self-sufficient in cereals, cotton, oil, and sugar crops. Import trade, use of foreign currency, and the tourist business have made significant progress. Airline and railway communications and transport conditions have seen constant improvement. Xinjiang has abundant resources and a vast, sparsely populated territory and has great potential for developing the economy and supporting national construction.

The author describes rapid social and economic processes going on in the Tibet Autonomous Region of China. The development of the region covers all aspects of vital activity: politics, the economy, social sphere, culture, education, medicine, construction of the infrastructure, transportation system, etc. She also examines factors of instability in the development of autonomous regions.
