Summary/Abstract This paper describes initial analysis of branching points on a set of transition pathways to a UK low carbon electricity future by 2050. As described in other papers in this special issue, we are exploring and analysing a set of core transition pathways, based on alternative governance patterns in which the 'logics' of market actors, government actors and civil society actors, respectively dominate. This core pathway analysis is enhanced by analyses of branching points within and across the pathways, which informs how competition between different logics plays out at key decision points. Branching points are defined as key decision points at which choices made by actors, in response to internal or external stresses or triggers, determine whether and in what ways the pathway is followed. A set of initial branching points for our three core transition pathways is identified through project and stakeholder workshops, and drawing on analysis of actors' choices and responses at past branching points in energy system transitions. The potential responses of the actors are identified at these branching points, and risk mitigation strategies are formulated for the dominant actors to reinforce that pathway, as well as opportunities for actors to move away from the pathway.

Summary/Abstract The Energy Service Company (ESCo) business model is designed to reward businesses by satisfying consumers' energy needs at less cost and with fewer carbon emissions via energy demand management and/or sustainable supply measures. In contrast, the revenue of the incumbent Energy Utility Company (EUCo) model is coupled with the sale of units of energy, which are predominantly sourced from fossil fuels. The latter is currently dominant in the UK. This paper addresses two questions. First, why has the ESCo model traditionally been confined to niche applications? Second, what role is the ESCo model likely to play in the transition to a low-carbon UK energy system? To answer these, the paper examines the core characteristics of the ESCo model, relative to the EUCo model. The paper then examines how ESCos have co-evolved with the various dimensions of the energy system (i.e. ecosystems, institutions, user practices, technologies and business models) to provide insight into how ESCos might help to shape the future UK energy system. We suggest that institutional and technological changes within the UK energy system could result in a more favourable selection environment for ESCos, consequently enabling the ESCo model to proliferate at the expense of the EUCo model.

Summary/Abstract This paper presents results from modelling work investigating the effects of social networks on the adoption of energy technologies in the domestic sector. This work concerns ideas on social network interventions which have been successfully applied in other domains but which have seldom been applied to energy policy questions. We employ a dynamical multi-parameter network model where households are represented as nodes on a network for which the uptake of technologies is influenced by both personal benefit and social influences. This is applied to demonstrate the usefulness of this type of model in assessing the likely success of different roll-out strategies that a local authority could pursue in promoting the uptake of domestic energy technologies. Local authorities can play a key role in the retrofit of energy-efficiency and low-carbon energy-generation technologies in order to realise carbon reductions and alleviate fuel poverty. Scenarios are modelled for different local authority interventions that target network interactions and uptake threshold effects, and the results provide insights for policy. The potential for the use of this type of modelling in understanding the adoption of energy innovations in the domestic sector and designing local-level interventions is demonstrated.

Summary/Abstract Recent efforts to promote a transition to a low carbon economy have been influenced by suggestions that a low carbon transition offers challenges and might yield economic benefits comparable to those of the previous industrial revolutions. This paper examines these arguments and the challenges facing a low carbon transition, by drawing on recent thinking on the technological, economic and institutional factors that enabled and sustained the first (British) industrial revolution, and the role of 'general purpose technologies' in stimulating and sustaining this and subsequent industrial transformation processes that have contributed to significant macroeconomic gains. These revolutions involved profound, long drawn-out changes in economy, technology and society; and although their energy transitions led to long-run economic benefits, they took many decades to develop. To reap significant long-run economic benefits from a low carbon transition sooner rather than later would require systemic efforts and incentives for low carbon innovation and substitution of high-carbon technologies. We conclude that while achieving a low carbon transition may require societal changes on a scale comparable with those of previous industrial revolutions, this transition does not yet resemble previous industrial revolutions. A successful low carbon transition would, however, amount to a different kind of industrial revolution.

Summary/Abstract This paper considers the development of a strategic energy body in a local authority in the UK and looks at the perceived need for, and possible roles of, such a body. Historically, energy provision and management has not usually been a strategic priority for UK local authorities. Yet energy considerations are implicit in key local authority responsibilities such as transport, waste management, planning, and the provision of housing services. In addition, recent UK central government policies support the move to localism and provide incentives for low-carbon energy generation. A study was undertaken to assess the potential (including both the perceived benefits and actual capacity to deliver) for Leeds City Council to develop a strategic body to execute delivery of city-level energy decision-making. We examine the perceived benefits to a range of main stakeholders, using data drawn from interviews with managers responsible for low-carbon and renewable energy projects across the city. Through participant observation we explore the capacity of a local authority to deliver a strategic energy body, and we briefly examine the possible forms of delivery. We conclude with recommendations for national policy that would enable the development of strategic energy bodies across local governments in the UK.

Summary/Abstract Achieving long-term targets for greenhouse gas emissions reductions, such as the UK's legally-binding target of reducing its emissions by 80% by 2050, will require a transition in systems for meeting and shaping energy service demands, involving radical substitution to low-carbon supply technologies and improvements in end-use energy efficiency. This paper describes the development and high-level analysis of a set of transition pathways to a UK low carbon electricity system, explaining key features of the core pathways developed and the distinctiveness and value of the approach. The pathways use an 'action space' concept to explore the dynamic interactions between choices made by actors, which are influenced by the competing governance 'framings' or 'logics' that different actors pursue. The paper sets out three core transition pathways - Market Rules, Central Co-ordination and Thousand Flowers, in which market, government and civil society logics respectively dominate. It summarises the key technological and institutional changes in these pathways, and the roles of actors in bringing these about. This leads to an identification of the key risks to the realisation of each of the pathways, and of the challenges for individuals, businesses, social movements and policy-makers in taking action to bring them about and sustain them.
