The concern s centre on the manner in which the project is being pursued. Summary/Abstract The article highlights the applicability of benchmarking methodologies to the shipbuilding industry, and how these could be utilized to improve the competitiveness of shipyards to enable delivery of cost-effective naval ships. Cost continues to be a major factor that characterizes the competitiveness of shipbuilding, and is cited as the main reason for the industry having moved from Europe to Asia over the last two decades. The author examines in detail the benchmarking system most commonly used by USA, Europe, Japan, South Korea and the UK, and brings out the advantages accrued as a result of the implementation of the recommendations of focused studies. He then analyses the various issues that plague Indian shipyards, especially the Defence Public Sector Units (DPSUs), and posits how benchmarking studies similar to those undertaken by leading shipbuilding nations elsewhere could help improve the Indian naval shipbuilding industry.

Summary/Abstract Given the enormity of the U.S. national debt and the pressure to reduce Defense spending, surviving the forthcoming era of austerity will require innovative approaches to Department of Defense (DoD) organization and processes. Some of this innovation may require a reversal of previous efforts intended to improve effectiveness and efficiency within the DoD. Preserving operational capacity must be the top priority in any budget-reduction discussion. Unfortunately, the current approaches advocated within the Pentagon, on the Hill, and by influential Beltway think tanks call for reducing spending by trimming inefficient processes, eliminating end strength, and terminating costly acquisitions programs.

Summary/Abstract The paper presents an analysis of the factors explaining the export performance of firms in the defence sector. We focus on the case of Norway, and make use of two complementary methodologies: the first is based on econometric firm-level data analysis for the whole population of defence companies, and the second is based on qualitative case study research on the three most important defence export products (weapon stations, ammunition and electronics). Our empirical results highlight the importance of four major success factors for exporting firms: (1) the participation in offset agreements; (2) the ability to focus on their set of core competencies; (3) their R&D activities and interactions with the public S&T system; and (4) demand opportunities and, relatedly, user-producer interactions.

Summary/Abstract The article explores parallels between the fragility of globalization on the eve of the First World War, in the aftermath of the financial crisis of 1907, and today's crisis of globalization following the post-2007 recession. The fragility and interconnectedness of the international economy in both cases could provide a basis for an economic-military strategy. The temptation of using economic connectedness as a substitute for conventional and costly military strategy makes this course particularly attractive to a hegemon-the UK then, the US now-that is facing powerful competition from rising powers (Germany and the US then, China now). The challengers are likely to find their own alternative strategy, and the result breeds uncertainty. In consequence, rule-based international orders are generally strained by transitions of power, even though all the parties see the desirability and need for a common system of rules

Summary/Abstract This paper analyzes a national defense economy in which the army reduces the risk of attack and damage. The results show that it is important how countries or people feel about damage to military personnel, citizens and wealth from attack. The feeling determines the optimal levels of arms procurement and army personnel. It also affects international trade. It is found that labor (armaments) input into the military sector is not always decreased following an increase of wage (armaments price). The model suggests that conscription affects army expenditure and international trade.

Summary/Abstract France has received little attention in the literature of defense economics, despite some outstanding features of the country's situation. This study attempts to partially fill this gap with new empirical evidence which evaluates the influence of military expenditure on the unemployment rate between 1975 and 2008. Our estimation is based on the ARDL approach to cointegration. The results reveal that both defense and non-defense spending exert a negative influence on unemployment but that defense spending has a higher negative impact.

Summary/Abstract in the final article of his series, the author reflects on the results of his research and concludes that the fundamental cause of the seeming shrinkage in the size of the Royal Navy in not so much the reductions in the defence budget, nor even directly the cost of individual ships, but rather a shift, whether or not international and justified, in the strategic priority, accorded to the navy. If he is correct, than the solution must also lie in the realm of real strategic thought rather than in the 'tweaking' of budgets.

Summary/Abstract The UN asks governments to report key figures of their annual military budgets with the aim of creating trust among member states. This goal can only be achieved if the data reported is accurate. However, although there are many reasons for governments to falsify data, the UN does not check for manipulation. In this paper, we apply Benford's law to the military expenditure data of 27 states taken from the UN register. Our analysis of the first digits shows that the states with the greatest deviations from the expected Benford distribution and therefore the lowest data quality are the USA and the UK

Summary/Abstract This study analyzes the determinants of arms production in 15 countries using annual panel data from 1997 to 2002. The results suggest that real GDP per capita, military expenditures, arms exports, and arms imports are positively related to arms production.
